We see Peggy Noonan got the WH talking points

According to the LA Times, one of the top talking points sent out to Bush allies for the upcoming fond farewell was that Bush "kept America safe" after 9/11.
Note the headline from Noonan's latest WSJ column: "At Least Bush Kept Us Safe."

My own personal take on the matter is, that the saudis who murdered 3,000 Americans on the morning of September 11 2001, had no reason to murder any more, and were not insane to the point of pushing the matter any further: it accomplished it's powerful purpose, to rally America behind it's new and dim stupid criminally corrupt President... it accomplished defense spending on a multi-trillion dollar scale never before seen... and it got George W. Bush a second term.
All he had to do was look the other way, and dismiss (classify) the Conclusions of the Congressional Joint Inquiry into the attacks of September 11 2001.
It was a golden deal and exchange George W. Bush made and had with his "good friends" and business partners, the saudi "royals"... in sum, there's nothing about it that makes me feel safe, much less appreciative of someone named George W. Bush.
Maybe it's just me, but either you missed something or there's another story here.
All the stories I have found (Googled) on the "Speech Topper" memo are dated the 9th or 10th of December.
The LA Times does not indicate the date of the memo.
"Swims with Dolphins'" column is dated 4 days prior, on 05 December.
How fast did that memo get to Nooners, and how tight is the WH to WSJ/Nooners connection? How do you write a column days before the memo is public? Or did Nooners write the memo? Or did the Bush memo come about because of Nooners column? Lots of questions.
