        Is any person who breaks any law an "illegal" or is it just a certain type of person who breaks one particular law?

      If this is what I think it is. The population most likely to suffer will be recent legal citizens. Due to the SS system not automaticly updating thier status when they attain citizenship. This would send a red flag to the potential employer. The brand new citizen will then have to complete a maze of requirements to correct his situation.

      Curiously this will not be brought up in any media coverage.
