Sure they are, Glenda. They're using them to finance construction of those FEMA camps you told us about . . .
Oh--as for the FEMA camps, when I saw this I went back and tried to find out about this--From watching the clip, he never accused the US of building detention camps and tried to debunk them from the start. Because he closed with concerns over a totalitarian regeim in the US, people used that to say he believed this. Remember he is Libertarian and distrusts ALL government.
BTW, there was a contract awarded to KBR to construct facilities as "overflow" for ICE but NOT for detaining US citizens: http://www.kbr.com/news/2006/govnews_060124.aspx.
