1870: U.S. Congress made Independence Day an UNPAID Federal holiday.
1938: U.S. Congress made Independence Day a PAID Federal holiday.
In other words, Rush can't be bothered to use a computer and look up simple facts.
Whether individuals celebrated July 4th on their own doesn't matter.
Congress first declared independence from Great Britain on July 2nd, 1776. The Declaration of Independence was finalized on July 4th 1776, and signings of the Author and other Founding Fathers took place over several years. It was read on July 4th 1776, but officially it wasn't recognized as a holiday until 1870.
