        If at 16 he was of consentual age, and at 15 he wouldn't have been, then yes... assuming by "better" you mean "legal".

        If indeed the boy was 16, then the sexual relationship was legal.
        Legal vs. Illegal? Yes, that is a pretty big point.

        That said, Jennings handling of the situation was still improper, if it was limited to the question of whether a condom was worn.

        But legal vs. illegal? Yeah, that's a BIG difference.

      The Age of Consent in Florida is 16 for both males and females. The day my niece turned 16, she moved in with her first (of many) boyfriends. The was nothing that her mother could do to stop her.
