      He made it sound like horses would hinder patroling the border, wouldn't be hard to patrol on 4 wheelers or trucks in a wooded area or at least in a place that has no roads?

        The BP does use horses, have for a long time, because we have some really tough areas. (from Tucson)
        Heck, consider that saves money on gasoline (but costs on hay or other feed for the horses), and produces less CO2 (horse farts notwithstanding)

        Even 4 wheelers can't go on some of the terrain in Southern Arizona. its mountainous with steep trails.Border Patrol uses horses there and the wilderness border with Canada. No roads. Just footpaths and trails. There is forage and water for the horses up there.
