O'Donnell failed to correct GOP strategist's false claim that Rep. Frank was "running a prostitution ring out of his townhouse"
SUMMARY: Norah O'Donnell failed to correct Republican strategist Brad Blakeman's false claim that Rep. Barney Frank "admitted" to "running a prostitution ring out of his townhouse." In fact, a House investigation cleared Frank of such allegations in 1989.
During the 11 a.m. ET hour of the October 4 edition of MSNBC News Live, Republican strategist Brad Blakeman falsely claimed that Rep. Barney Frank (D-MA) "admitted" to "running a prostitution ring out of his townhouse." Host Norah O'Donnell failed to correct Blakeman's accusation, which he made during a discussion about the current scandal involving former Rep. Mark Foley (R-FL). In fact, a House investigation determined that Frank "did not have either prior or concomitant knowledge of prostitution activities involving third parties alleged to have taken place in his apartment."
In August 1989, Stephen Gobie reportedly told The Washington Times that he ran a prostitution ring out of Frank's Washington, D.C., apartment and that Frank was aware of his operation. While Frank admitted to paying Gobie for sex several years earlier and to later hiring Gobie as an assistant, Frank denied any knowledge that Gobie allegedly ran a prostitution ring out of Frank's apartment. Frank maintained that he fired Gobie upon being told by one of his landlords that Gobie was using his residence for his prostitution business. As The Guardian reported on August 30, 1989, Frank actually "asked the House ethics committee ... to investigate his relationship with" Gobie. According to The Guardian:
In his letter to the ethics committee, Mr. Frank wrote: 'Questions have been raised about my employment of a personal assistant during a period between 1985 and 1987. I have publicly responded to these questions and I have expressed regret for the mistaken judgment involved. In order to ensure that the public record is clear, I hereby request that the Committee on Standards of Official Conduct [CSOC, commonly known as the ethics committee] conduct an investigation into these matters.'
The House ethics committee launched a 10-month investigation, ultimately finding, as The Boston Globe reported on July 27, 1990, "that Frank had violated House rules by writing a misleading memo that was used in an effort to end prostitute Stephen Gobie's probation on felony charges and by allowing his House privileges to be used to waive 33 parking tickets that Gobie might have received while driving Frank's car." The report recommended Frank be reprimanded for the infractions, and the House voted for such punishment on July 26, 1990.
But, contrary to Blakeman's assertion, the House ethics committee absolved Frank of allegations that he was aware that Gobie was allegedly using Frank's D.C. apartment for prostitution. As the July 20, 1990, CSOC report concluded (Page 18):
Based upon information obtained under subpoena and sworn testimony, the Committee concludes that the weight of the evidence indicates that Representative Frank did not have either prior or concomitant knowledge of prostitution activities involving third parties alleged to have taken place in his apartment. ... Representative Frank's landlords ... submitted sworn testimony contradicting Mr. Gobie's assertion. ... The Committee, therefore, further concludes that no further action is warranted.
In fact, the report did not conclusively determine whether Gobie was even using Frank's apartment for "prostitution activities." The report repeatedly notes that Gobie's purported evidence that he had been conducting a prostitution ring collapsed under scrutiny. The committee noted that several of Gobie's claims were "repudiated by sworn testimony" from other individuals (Page 18). For example:
Not only have Representative Frank's landlords, Colonel and Mrs. James Daugherty, submitted sworn testimony contradicting Mr. Gobie's assertion, Mr. Gobie's assertion has also been rendered questionable by the fact that his claims of call-forwarding service were contradicted by the telephone company.
Gobie had claimed that Frank allowed him to forward calls from his "escort service" to Frank's apartment.
Also, members of the committee repeatedly asked Gobie if he had "any knowledge whether any of the clients that you arranged to engage your escort service in fact were involved or participated in any sexual activity at the Congressman's residence" or whether Gobie himself engaged in such activities at Frank's apartment. In each instance, Gobie answered, "Not that I can recall at this time" (Page 7).
The ethics committee concluded "with Respect to the Credibility of Stephen L. Gobie" that:
While much has been said, written, and speculated with respect to Representative Barney Frank's relationship with Stephen L. Gobie, it is clear that most, if not all, of such media attention has been the product of assertions made by Mr. Gobie. As has been discussed in detail in prior sections of this Report, the Committee went to great lengths in seeking testimony or other information relevant to the assertions. In numerous instances where an assertion made by Mr. Gobie (either publicly or during his Committee deposition) was investigated for accuracy, the assertion was contradicted by third-party sworn testimony or other evidence of Mr. Gobie himself (Page 37).

BLAKEMAN: Let me tell you the difference between Republicans and Democrats. The Democrats, when they had these types of scandals, like [former Rep.] Gerry Studds [D-MA], who admitted having sex with a male page, what did the Democrats do? They re-elected him. And what'd they do with Barney Frank, who still serves in Congress, who admitted running a prostitution ring out of his townhouse? They re-elected him. He's still serving. What about President Clinton, who took advantage of an intern in the White House? When the Republicans tried to get to the bottom of it, all of a sudden we're picking on him. So there is a double standard here, for the Democrats.
HATTAWAY: There is no double standard.
BLAKEMAN: There is a double standard.
O'DONNELL: You know, Brad, I'm always struck by that argument because it's kind of like when two little kids fight, and they hit another kid, and they say, "But Mommy, my sister hit somebody, so it's OK to do it." It still doesn't excuse the moral behavior of how the -- Republicans have governed as the guardian of moral values and of family values. They have said, "We're more responsible when it comes to governing, period, and when it comes to national security, period." Let me get Doug in here, if you will, Doug. If you -- as a consultant, would you counsel Democrats to use more of the political advertising, use Foley in more of the television advertising, such as is already being done in that one district?

Republicans will admonish all others to "MOVE ON", whenever widespread evidence of a FIXED ELECTION surfaces, for example. "Don't dwell in the PAST!" they sneer, "It's done, accept it, GET OVER IT!"
But, Lordy, never expect Republicans THEMSELVES to ever "forget" a single thing they can use against Democrats. That would mean taking their own advice!
And, as a bonus, their "memory" of the PAST is conveniently INCORRECT. Thereby, Clinton was convicted of PERJURY, Frank "admitted" running prostitutes, Kennedy committed MURDER, etc. These make MUCH better claims than the TRUTH, and hell, who among the public know enough to contradict Republican LIES? Certainly not the MEDIA personalities who let all these false accusations/smears SLIDE!
In my opinion, and a little advice to Democrats, if I were running the party, I would tell the party leaders and elected Democrats to pull back on this scandal. They need to let the chips fall where they may, the investigation continue, and sit quietly by, reserved and restrained.
They shouldn't be commenting on any of it, least of all the sexual component of it for it just gives the oppostion fuel to throw their own past sexual scandals back in their face.
They should be focusing on waiting patiently for the facts to come out regarding any possible cover up. Acting all gleeful and exploiting this scandal for their benefit will not work - just look how those that tried to bury Clinton came out.
Tommy, I respectfully disagree with your post. For too long, Democrats have sat back and done nothing. They have let things slide. This time it's different. What Democrats (Studds, Frank) have done in the past has NO BEARING on this situation. Neither Studds nor Frank broke the law. If you look at the facts, Barney Frank's room mate was running the ring from Frank's home while Frank was away. Frank knew nothing about it. Once he found out, he immediately asked the room mate to leave. See, he did something about it.
In this case, Hastert did NOTHING about it. He knew about it. He just chose to do nothing about it.
Tommy, I can understand why you would make such a statement. Democrats don't want to come off as smug - and they don't want to over-play their ace-in-the-hole. Democrats have, for far too long, just sat idly by and let the other side take control. They have kept their mouths shut and have been wimpy with regards to facing the GOP. IMHO, this is the last straw. The party who claims to have a monopoly on morals and family values has finally come undone. This is the time for the Democrats to step in, take charge, and move us away from the status quo. It's time for Democrats to be loud and strong. It's time to expose the GOP for the worthless, moralless, power-hungry, money-grubbing s**tstains that they are.

I still believe this issue should be played very sensitively by the Democrats politically. It is certainly valid to ask the Speaker why he wasn't proactive as soon as he became aware of this problem, instead it appears he sat on it, although all the facts are not in yet. I agree there needs to be some fact-finding here, no doubt - but not political exploitation.
Nobody should take any comfort in this, as I said this is a tragic situation and for Democrats to expolit this is dangerous for them, in my opinion. They should not be issuing any press releases and should sharply limit their rhetoric where this is concerned.
They should step aside for now and let the investigation proceed, without their prodding or cheerleading - at least in any public fashion.
Let's look at recent history, shall we?
After a 40 year run of having MAJORITIES in Congress, the Democrats lost majority to Republicans. What were the circumstances? Simply, the Republicans jumped on every "scandal" they could find. They screamed from the rooftops about the CORRUPTION of Jim Wright and many others, and ran their 1994 campaign against "CORRUPTION".
Once in Majority, the GOP REALLY set about ginning up the SMEAR machine against President Clinton. For eight solid years, Clinton was maligned and belittled, ridiculed and smeared, investigated and finally IMPEACHED.
So, it would seem the Republicans don't follow the "advice" you so generously offer Democrats. Hmmm. What was the RESULT of the Republicans' 24/7 negative campaigning and smear machine? What HAPPENED as the Republicans sought to demonize each and every Democrat? EASY ANSWER: THEY GAINED CONTROL OF BOTH HOUSES OF CONGRESS AND THE WHITE HOUSE.
Negative Campagning, for the GOP, equaled TOTAL CONTROL.
So, tell us again why you offer Democrats this sage "advice" to roll over and shut up? To be NICE? To fail to talk about or mention this GOP Scandal? Could it be, you wish them to NOT use the tactics of the Right, so that their RESULT will not be the same as that of the Right, i.e. total control of government? You wish them to "cut and run," giving the Republicans room and time to do "damage control" and repair their soiled image?
Thanks a lot, Tom, but it's WAAAAAY past time for the Dems to get into the game, and start taking the issues of corruption, lack of ethics, and immorality of the Rightwing Republicans to the voters, loudly and often.
But they DO need to show a little restraint: Go JUST AS FAR, but no farther, than the GOP took their campaigns against Clinton. That's fair, right? LOL
Do what you choose, but perhaps you should read Lanny Davis' book, Bill Clinton's very close friend, "Gotcha". He is a very reasoned and smart Democrat who makes very good sense when speaking of this issue - he offers much the same advice. He is not some right wing operative trying to steer the Democrats away from victory.
Perhaps if you could see past your bitterness and anger and look objectively at what many in your party are saying about slime and negativity and gotcha politics, you wouldn't be so quick to dismiss it.
But there is more chance that Mark Foley will be elected Pope than any sea change of attitude from you, I would suspect.
The Clinton scandals did not emerge until AFTER the Republicans gained control of the Congress. This blows your cause-effect logic out of the water.
The Republicans finally regained control of Congress for the first time in 40 years largely because of Hillary Clinton's proposal to socialize medicine in America. Period. People see what a miserable failure that has been in England and in Canada and want no part of it here.
Sitting back and letting the chips fall where they may would be a huge mistake. Particularly since that would mean allowing those in power--the ones who can control the flow of information--to spin it any way they like. No, the Dems need to be really aggressive with this one. However, they do need to do it in a way that doesn't come off as self-righteous.
Just look at what happened when the Republicans tried to exploit the Clinton mess for their own gain? It mostly backfired on them and they were rightly accused of trying desperately just to destroy and bring him down. It did not win them any points then, and it won't the Democrats any now if they are front and center on this. They will just look partisan and out for blood.
The story has enough drama and potential cover up scandals in itself without a blood thirsty opposition looking as though they are circling the wagons.
Pundits and bloggers can publicly display their outrage all they want, I believe elected Democrats and those in their party hierarchy need to be reticent and measured in their tone.
Uuuuuh... what? The Clinton mess "backfired" on the Repubs? On the contrary, it helped the Republicans win the White House in 2000.
Many argue that Gore would have won by a large margin had he embraced his Clinton years and used him more in his campaign. However, Gore chose to distance himself from Clinton and he ultimately lost.
The Republican's way overplayed their hand back then, exploited it far too much and just looked mean and partisan as a result. Look at Clinton now, he is still the Democrat's hero and many, even who opposed his presidency then, look back fondly at his years with much success.
Show as much integrity to his office as Mark Foley and resign as Foley did, discussion of his lack of ethics would vanish.
What a hoot! Barney Frank wasn't running a prostitution ring out of his townhouse, his boyfriend, Stephen Gobie was. And Frank darn well knew about it too. Otherwise, why would he have gotten 33 parking tickets fixed for 'clients' who were ticketed by DC polioce while parked in front of Frank's townhouse.

You clowns just slay me! And you want everyone to be outraged over what Foley did. Foley's actions though a violation of a public trust, PALE in significance compared to the egregious lack of ethics so often desplayed by prominent Democrats, usually without any meaningful penalty.

I wasn't very familiar with the Barney Frank story, but I happened to be on the road and caught quite a bit of righty talk radio yesterday.
Barney Frank's prostitution ring is just as accepted a "fact" as all of the other "facts" Tex pointed out.Every host discussing the Foley case spent as much time on Frank as on Foley.
As the day went on, I noticed more and more of the callers were bringing up Frank .That machine works pretty quick, just keep repeating the lie and your monkeys will buy it.
Reminds me of Dan Rather and Bush's military records.The ANG papers went from "have not been verified" to "can't be authenticated" to "forged documents" in a matter of hours.I've heard callers on talk radio very recently make reference to Dan Rather "losing his job for forging documents".
The dittoheads have actually been convinced that Rather has a little printing shop in his basement where he conjures up phony documents.

Where was the Democratic Leaders when this Barney Frank story broke?? They were investigating the circumstances for their Representative's behavior in plain sight, so that all may see the results. No COVER-UP???
They didn't run cover for a pedophile in their number for what appears to be 3 or 4 yrs or more. They didn’t all keep their secret among the leadership, only to get caught and spend their time pointing fingers at each other.
Our pundits weren't carrying water for them justifying pedophilia, rationalizing their behavior, or pointing fingers at the other side to minimize their deeds.

Before long, they will want to change parties. Watergate will become considered an old wives tale and Iran Contra will evolve into a two mile race(that's a stretch). Foley's Folly will be connected to a Left-Wing Conspiracy which waited until October 2006 to make the Republicans look bad. They could have done it before the Presidential election but that would seem too obvious. I think an investigation should take place. But I'll bet the White House doesn't. Especially if someone mentions the name Jeff Gannon. C'mon Rush, it was Gannon, the investigative reporter that exposed Mr. Foley. He was just jealous. Ask him, if you can remember him.
