Special Report correspondent claimed Clinton would pay for health care plan by "repealing the Bush tax cuts"

SUMMARY: Fox News' Steve Brown claimed that Sen. Hillary Clinton would pay for her health care plan by "repealing the Bush tax cuts." Brown's report was accompanied by on-screen text that claimed "paying the price tag" for Clinton's health care plan would include "End[ing] Bush Tax Cuts." In fact, according to Clinton's plan, she would "discontinue portions of the Bush tax cuts for those making over $250,000."

On the September 17 edition of Fox News' Special Report, Fox News correspondent Steve Brown claimed that Sen. Hillary Rodham Clinton (D-NY) would pay for her health care plan, which would, according to Clinton, "make health care both universal and affordable for everyone," by "repealing the Bush tax cuts." Brown's report was accompanied by an on-screen graphic that claimed "paying the price tag" for Clinton's health care plan would include "End[ing] Bush Tax Cuts." In fact, according to Clinton's plan, as outlined on her presidential campaign website, she would "discontinue portions of the Bush tax cuts for those making over $250,000." Clinton's website also claims that "the plan provides a net tax cut for American taxpayers," which Brown did not report.

Clinton stated in a September 17 speech that she would not pay for her health care plan "by raising taxes on middle class families who are already struggling with rising costs and stagnant wages." Clinton added, "I will pay for some of it by rolling back part of President Bush's fiscally irresponsible tax breaks for the highest income Americans." From Clinton's speech:

Now, how will I pay for this plan? First let me tell you how I will not pay for it. I won't pay for it by pouring money into a broken system. I won't pay for it by raising taxes on middle class families who are already struggling with rising costs and stagnant wages. Instead, I'll pay for part of it by implementing the cost saving measures I outlined in May. And I will pay for some of it by rolling back part of President Bush's fiscally irresponsible tax breaks for the highest income Americans.

And I'll pay for some of it by limiting the tax breaks for people making over $250,000 a year to the same level that ordinary, middle class Americans get. Right now, the highest income Americans get some of the most generous health care benefits and the most generous tax deductions to go with them. Well-off Americans should be able to deduct the cost of the same quality health plan that middle-income families can deduct. If they want to receive extra benefits beyond what most middle income families get, they should pay for it themselves, not have taxpayers foot the bill for them.

A Net Tax Cut for American Taxpayers: The plan offers tens of millions of Americans a new tax credit to make premiums affordable-which more than offsets the increased revenues from the Plan's provisions to limit the employer tax exclusion for health care and discontinue portions of the Bush tax cuts for those making over $250,000. Thus, the plan provides a net tax cut for American taxpayers.

Brown also noted that Clinton would also "limit[] tax benefits for households making a quarter million dollars and up" to help pay for her plan -- a reference to Clinton's proposed policy of "limit[ing] the [employer tax] exclusion [for health care] for the high-end portion of very generous plans for those making over $250,000." From Clinton's campaign website:

Making the Employer Tax Exclusion for Healthcare Fairer: The plan protects the current exclusion from taxes of employer-provided health premiums, but limits the exclusion for the high-end portion of very generous plans for those making over $250,000.

BRIT HUME (host): Democratic presidential candidate Hillary Clinton says if she wins the White House not only will all Americans have health care coverage, but they will have a choice of plans. Correspondent Steve Brown reports on Mrs. Clinton's new and improved version of an idea with a somewhat checkered past.

CLINTON: I believe everyone -- every man, woman, and child -- should have quality, affordable health care in America.

BROWN: Saying it's the right thing to do, Democratic presidential front-runner Hillary Clinton rolled out her new vision for universal health care in America.

CLINTON: Your commitment to health care reform --

BROWN: It was 14 years ago that then-first lady Hillary Clinton led efforts for her husband President Bill Clinton's complex and bureaucratic version of universal coverage, which failed to get the approval of a Democratically controlled Congress.

CLINTON: I still have the scars to show from that exercise.

BROWN: Senator Clinton today says she is older and wiser; and this go-around, her health care vision has options. People could keep the health care insurance they have now, or pick from the same menu of plans offered to members of Congress, or a plan similar to Medicare. But every American would be required to have some form of medical coverage.

CLINTON: Much like drivers in most states are required to purchase car insurance, all Americans will have a responsibility to get and keep health insurance.

BROWN: Similar to the requirement in Massachusetts' version of universal care, signed into law when Mitt Romney was the state's governor. Romney is not pushing the Massachusetts plan now, but says individual states should come up with plans of their own.

MITT ROMNEY (Republican presidential candidate): Mine is entirely different. Her plan is crafted by Washington; mine is crafted by individual states. Her plan has government insurance; mine has private insurance. Her plan raises taxes; mine does not raise taxes.

BROWN: Paying for Clinton's plan would include a mandated modernization for insurers, containing prescription drug costs, repealing the Bush tax cuts, and limiting tax benefits for households making a quarter-million dollars and up. All told, $110 billion to start.

        We need a Consumer Reports Warning ...

        Service for the public at large to expose news outlets and specific reports such as this one.

        What a brazen, shameless display of lies and false information. Fox News continues promoting Republicanism no matter what the cost in lost credibility.

        Everyone must help to get the truth out.

      OMG, GET A FRIGGING MARKETING GURU!

      Hillary: "My healthcare plan will allow for every American who cannot afford standard health insurance to purchase it at a discount or receive it free of charge. The American people will also see a net tax cut."

      That wasn't hard, and I don't have a marketing degree. What is Fox going to do? "Oh well, well, not a tax cut for the $250,000+ group!" That's no answer to Hillary's plan. Get the wooord out!

      Unfortunately I'm not in the upper income that Hillary wants to raid, but if you believe she is only going to only increase taxes equivilent to a portion of the tax cuts to the $250.000 income group, I've got a bridge in Brooklyn I'd like to sell ya. 

      Call me skeptical, but Hillary promising lowcost or free healthcare for 40 million people based on a portion of the tax breaks to the 2.5 million households earning $250,000 doesn't seem to add up.

      The devil is in the details. Move the smoke and mirrors and lets get out the calculator.

        Skeptical is fine, but if you don't believe her, do check out the fine print. Personally, my take is you have to take any initial proposal in stride regardless of who is offering it. Proposals are rough estimates based off of assumptions and can be off by as much as 150%. Until someone is assigned to validate the assumptions and reasonably cost out the expenses you really can't say what anything will cost. Hopefully, Hillary follows my personal example and uses a conservative approach to error on the high side so the actuals come in below the proposal.

          I haven't checked her fine print lately but I did check the census bureau. The figures I found (oops that was a little while ago, so I'm going on memory now,) stated there 2.5 million households earning over $250,000 in the U.S. last year. 

          A quick and simple look a the numbers tells me that if there are 40 million who can't afford insurance, and the government cough's up say...$4,000 per year per uninsured, that would total $160 billion. Divide that by 2.5 million and you have each one of those quarter million dollar earners pitching in $64,000 per year in order to cover the $160b.

          Now I made up my own scenario here so keep your shorts on everyone. But I think it illustrates the massive amounts of money we're talking about in taxes. Since I doubt seriously that Hillary is thinking of taxing the high income earners sixty grand, the money has to come from other sources... 

          Other sources = you + me

            Well, that's assuming that the Government buys the insurance from a third party. Maybe the government itself becomes the insurance carrier? That would certainly affect the outlay. Now, whether it would work or not...I don't know.

        The issue is not whether Clinton's plan can work, and cover every American.  The issue is Special Report's description of Clinton's plan.  Please comment on whether Special Report's report was accurate or not.

        SAVE DEMOCRACY, VOTE FOR A DEMOCRAT!!

        Call me skeptical, but Hillary promising lowcost or free healthcare for 40 million people based on a portion of the tax breaks to the 2.5 million households earning $250,000 doesn't seem to add up. //ANOTHERAMERICAN

        If this is your sincere belief, I would entertain the painfully obvious for you on the off chance your not aware!!

        Clinton passed a $220 billion dollar surplus to Bush that was originally projected to pay the budget deficit long term off by 2006, and restore the money taken by the Republican Congress from the Social Security Trust Fund, as well as restoring the solvency of Medicare/Medicaid programs by 2006!!

        In less than 1year the Bush Administration began running up a deficit that has seen us with $250-300 billion yearly deficit, as well as another $450 billion off the budget emergency supplements since the Iraqi War!!

        Bush Tax cuts that dropped a rate that during Clinton's Administration was at a historic low of 38% for those 1% of the weathiest, the corporate loopholes that were closed, the sincerity of the Clinton Admin to collect from corporations and the rich produced the good government with a surplus!

        A raving lunitic or a greedy Neo-Con would argue otherwise in the face of our resent history, and current circumstance. Jury is out as to which you maybe if either!

        Under Eisenhower the taxation over $1.5 million was 91%, Kennedy lowered it to 73%, now since Reagan and Bush (Less Mr. Read My Lips) has managed to drop the rate to todays of whatever it is since mostly the rich aren't paying much tax at all with this Administration! Shifting the tax burden to the Middleclass and working class whom is burden to bust already!

          I thought that Bush's tax cuts were put in place to make such a wonderful economy that nobody would be poor and everybody would be able to afford health care ... (sarcasm on ...)

      Actually, it's the worker who will end up paying for the health care plan and the tax breaks promised to make it "affordable" will amount to nothing when they have to choose between EATING and Hillary's forced mandatory purchase of a private health care scheme. This is a huge congame meant to solicit donations from the insurance industry.
