On NPR, Wash. Post's Wright claimed Webb's Iraq amendment was "defeated decisively"
On the September 22 edition of National Public Radio's (NPR) Weekend Edition Saturday, Washington Post diplomatic correspondent Robin Wright characterized the Senate Republicans' blocking of an amendment sponsored by Sen. Jim Webb (D-VA), which would require that U.S. troops receive home leave time equal to their most recent combat deployment, as having been "defeated decisively." In fact, 56 senators -- including all Democratic members -- voted in favor of the measure, while 44 senators -- all Republicans and Independent Joseph I. Lieberman (CT) -- voted against.
Under a Republican proposal agreed to by the Senate leadership, which combined the cloture vote and the vote on final passage, the Webb amendment needed 60 votes to pass.
From the September 22 edition of NPR's Weekend Edition Saturday:
SCOTT SIMON (host): The Webb amendment that would limit time soldiers could serve in Iraq was the Democrats' latest attempt to try and get some Iraqi legislation passed. There's six months until the next report on Iraqi policy. How -- in the presidential campaign season, how do the Democrats -- what do they do next? What do they say to those voters who say you would change things?
WRIGHT: Well, the Democrats discovered that September is, in fact, not the month to try to make any kind of political gain on Iraq. There were great expectations that there would be divisions, that moderate Republicans might be willing to side with some of the Democrats. But instead you saw three measures: on allowing equal time for the troops to be at home as to be overseas, on the timing of a potential withdrawal next summer, and cutting off funding again next summer. All three of them defeated decisively. That there is not the kind of momentum yet -- it looks like President Bush, at least short-term, has managed to buy some time. But it's also clear that it's going to be a very divisive six months.
In addition to Webb's amendment to the National Defense Authorization Act for Fiscal Year 2008, Democratic senators offered two other amendments that would have limited the U.S. military presence in Iraq. Sen. Russ Feingold (D-WI) sponsored an amendment that would have required President Bush to begin to "safely redeploy U.S. troops in Iraq" beginning no "later than 90 days after the date of the enactment of this Act." Twenty-eight senators, 27 Democrats and Independent Bernie Sanders (VT), voted in support of the measure, while 70 senators voted against. Two senators did not vote.
Sen. Carl Levin's (D-MI) amendment to "provide for a reduction and transition of Unites States forces in Iraq," also did not pass. Levin's amendment would have required "the reduction of the number of United States forces in Iraq" to begin "not later than 90 days after the date of the enactment of this Act." The amendment would have also mandated a "limited presence after" the troop "reduction" and a narrower mission for U.S. soldiers still remaining in Iraq. Forty-seven senators voted in favor of Levin's amendment, while 47 senators voted in opposition. Six senators abstained.

The only one that was "defeated decisively" was Feingold's, the other two were awful close.
There should be another word than "defeated" when you a tie or a majority approval, but the law doesn't pass because a supermajority is required.
No, the law didn't pass, because the actual law never came up for a vote. The republicans have consistently, and constantly filibustered many pieces of legislation brought forward by democrats in the Senate since they took over last November. The sad thing is, is that when democrats did this, we were labeled as obstructionists, and you had any and all republican senators yammering on about not allowing for "up or down" votes on their legislation. Why aren't the democrats doing the same yammering? I don't get it.
This law wasn't passed, because debate was never closed on it, and a vote was never taken to vote it into law. The supermajority was needed to close debate, and then move it to the floor for a final vote. It never had a chance.
Not to get too technical but .... Webb's amendment was NOT defeated. It never came to a vote at all.
Please, everyone, keep saying this word: FILIBUSTER.
Once again, the press is parroting the GOP script. Essentially, Rush Limbaugh laid it out for them last week. It goes something like this: The surge has worked so brilliantly that Petreaus, just by his mere glowing presence, cowed the Democrats and revitalized the American war effort. Petraeus dispatched the evil Libruls with a wave of his hand, sort of like Jesus in the Sistene Chapel's Last Judgement scene. Bush's war has been vindicated, and we're on the road to glorious victory.
Does that sound about right?
You forgot one thing.
Iran is making weapons of mass destruction!! We must invade them so that they are not allowed to have a nuclear weapon!
The latest cry for more war.
You're right, how silly of me. The Iraq gravy train is slowing down...the defense contractors need more...contracts. See, the problem with Iraq is that they're not burning up enough big ticket items. Not much profit in bullets and grenades. We need to expend a few cruise missiles, bunker busters and Naval artillery shells. Now THAT's where the big bucks are.
Besides, they need something else to distract us from their disaster in Iraq...the Petraeus ad is only good for a few more weeks of fabricated outrage.
It also keeps that Israel Lobby campaign cash rolling in. The Lobby has it hard to bomb Iran right now.
Republicans Block Troop Relief Measure
That's how this would be reported in an unbiased media.
I think an unbiased title would have been:
"Democrats Fail Again in Bid to Lose the War"
I don't suppose you've actually read the text of the amendment, have you? Exactly where does it say that?
How about:
"Republicans vote to get more American troops killed needlessly".
Has a nice ring, don't you think.
How about:
"Republicans, once again, vote to shore up the president's ego and against military families."
AA,
How long would you suggest troops get between tours?
How about "debate on Iraq war stifled by republicans in favor of military contractors"?
How about:
"republicans vote to maintain their policy of blood for oil."
Or perhaps GOP again succeeds in their quest to get as many Americans killed as they possibly can
SAVE DEMOCRACY, VOTE FOR A DEMOCRAT!!

Dan,
I thought the headline idea was a pretty good one. I knew my 'alternative' headline would spark a reaction. I enjoyed reading them as much as I enjoy reading the funny pages at MMFA. ;-)
As well you should since the responses were so much more clever than the original tired cliche
Hmmm, so you admit that you falsely spun the amendment in order to start a flame war. How very Republican of you. Good thing you guys are uniters and not dividers, right?
Your surname in real life wouldn't be "Coulter" would it?
Don't you worry AA. There'll be more insistence that its all the Democratic congresses fault. There's still a fine body of people sure they're why we didn't win in Vietnam.
Life is a wonderful place when you never have to take any responsibility for anything other than total victory.
Everyone knows the reason we didn't do better in Vietnam.
We benched the starting team.
We saved O'Really, Rush, Bush and Cheney to defend the homeland after the NVA and VC followed us home.
worrierking, keep putting in those bids to lose the war in Iraq. I want you saving your energy, and blowing off any defeatist tendencies, as the War on Xmas '07 is right around the corner.
Thanks for the reminder, HBL.
I've got to go find all of my War on Xmas ornaments and lights from last year. I put them in a box and that box is under my box of War on Halloween decorations.
I've got to get organized.
King, are you shell-shocked or a traitor? War on Halloween? We're fighting the War for Halloween. Halloween promotes Paganism, Occultism and Satanism, and so is an important warm-up in our Global War on Christmas.
HBL, I think you must be subconsciously seeking your mummy's approval.
... and a free handout.
;-)
Barney, are you busting out the Halloween puns already? If you're deemin to psycho-analyze me, you're bats, and venturing into gory territory where Wolf Blitzer would gravely re-think entering.
And you also reminded me of one of my favorite riddles from when I was about 6;
How is a mummy like somebody choking on a lemon?
OK, how about a more recent fave;
How do they celebrate Halloween in Kentucky?
That's right. The Viet Namese followed us home and opened 7-11s all over the place! The bastards!
"Under a Republican proposal agreed to by the Senate leadership, which combined the cloture vote and the vote on final passage, the Webb amendment needed 60 votes to pass."
Actually, the law was NOT passed. Under normal circumstances it would have been strictly a cloture vote, but not in this case.
The boys and girls fighting in Iraq do need a rest alright - from the nit-picking, hand-wringing, mission-undermining anti-war leftists back home. This proposal by congressional Democrats was just another attempt to undermine the war effort by tying the military’s hands.
Sure, the troops need a rest. Most of them would like to take a few months off and come back home to set a few matters straight about what they’ve been accomplishing over there and how they feel about the lying from the left regarding those accomplishments.
You mean, perhaps like Paul Rykoff? Or maybe Paul Hackett? Or Jim Webb's son? Those damned wimpy leftys!!! Or maybe we should talk to some of our finest at Walter Reid since they've been SOOO well taken care of. Oldmarine, are you senile or have you just been hiding under a rock?
They need a rest from you warmongers trying to get them all killed
No end to hostilities, no dismantling of the military occupation, no impeachment....just an offer to give the living targets a few extra days off between chances at getting blown up.
