Echoing Limbaugh, Cal Thomas falsely claimed Obama has "no legislation he can point to that has his name on it"

SUMMARY: In his nationally syndicated column, echoing Rush Limbaugh's assertion that "if you look" at Sen. Barack Obama's legislative record, "you won't find a Senate bill with this name on it," Cal Thomas wrote that Obama has "no legislation he can point to that has his name on it." In fact, Obama was the primary sponsor of a bill in the 109th Congress to "promote relief, security, and democracy in the Democratic Republic of Congo," signed into law by President Bush in December 2006, was a key co-sponsor of the Federal Funding Accountability and Transparency Act, and has so far introduced 55 bills in the current session of Congress.

In his January 10 column, nationally syndicated columnist Cal Thomas falsely claimed that Sen. Barack Obama (D-IL) has "no legislation he can point to that has his name on it." Thomas' assertion echoes one made by nationally syndicated radio host Rush Limbaugh on January 7, when he falsely claimed that if "you look at" Obama's legislative record, "you won't find a Senate bill with his name on it." In fact, Obama was the primary sponsor of the ''Democratic Republic of the Congo Relief, Security, and Democracy Promotion Act of 2005" (S.2125) in the 109th Congress, signed into law by President Bush on December 22, 2006. The bill sought to "promote relief, security, and democracy in the Democratic Republic of Congo."

Obama was also a key co-sponsor of the Federal Funding Accountability and Transparency Act (S.2590) in the 109th Congress, which sought to "require full disclosure of all entities and organizations receiving Federal funds" -- an amount that approximately totals $1 trillion in federal grants, contracts, earmarks and loans. While signing the bill into law on September 26, 2006, Bush recognized Obama as a sponsor of the legislation, saying, "I want to thank the bill sponsors, Tom Coburn from Oklahoma, Tom Carper from Delaware, and Barack Obama from Illinois." Moreover, in a press release upon Senate passage of the bill, the bill's primary sponsor, Sen. Tom Coburn (R-OK), referred to the legislation as the "Coburn-Obama Bill." Indeed, media reports have even referred to the bill as the "Coburn-Obama" legislation or bill.

In the 110th Congress, Obama has so far been the primary sponsor of 55 bills, including:

  • The Lane Evans Veterans Health and Benefits Improvement Act of 2007 (S.117), "to improve benefits and services for members of the Armed Forces, veterans of the Global War on Terrorism, and other veterans, to require reports on the effects of the Global War on Terrorism."
  • The American Fuels Act of 2007 (S.133), "to promote the national security and stability of the economy of the United States by reducing the dependence of the United States on oil through the use of alternative fuels and new technology."
  • The Voter Advocate and Democracy Index Act of 2007 (S.737), "to measure, compare, and improve the quality of voter access to polls and voter services in the administration of Federal elections in the States."
  • The STOP FRAUD Act (S.1222), "to stop mortgage transactions which operate to promote fraud, risk, abuse, and under-development."
  • The Nuclear Weapons Threat Reduction Act of 2007 (S.1977), "to provide for sustained United States leadership in a cooperative global effort to prevent nuclear terrorism, reduce global nuclear arsenals, stop the spread of nuclear weapons and related material and technology, and support the responsible and peaceful use of nuclear technology."

Thomas' column is syndicated nationally by Tribune Media Services. According to the Media Matters for America 2007 report, "Black and White and Re(a)d All Over: The Conservative Advantage in Syndicated Op-Ed Columns," 346 newspapers carry Thomas' syndicated column at least once a month, 306 of which carry Thomas' column every week or almost every week.

From Thomas' January 10 column:

I admire Obama's rhetoric about changing the tone in Washington and seeking consensus to overcome corrosive polarization. But consensus requires compromise. On which of his liberal positions would Obama compromise? Abortion? Taxes? Growing government? He hasn't said. Maybe if he gets the nomination he will. One plays to one's base (in his case a very liberal base) during primary season and then races toward the middle after receiving the nomination.

Others before Obama have come to Washington with the announced intention of "changing the tone." No one changes Washington. Washington changes them. The Congress, of which Obama is now only a freshman member with no legislation he can point to that has his name on it, checks and balances legislation proposed by the chief executive. No president can dictate policy. Hillary Clinton failed in her attempt to impose universal health care on the country when a Democratic-majority Congress refused to go along.

Given how watered-down, limp and earmark-infested most bills that actually pass are, I fail to see how, even if Cal's claim were true, it would actually HURT Obama in anyone's eyes.

Dex, While your comment has relevance, most Americans only see things as "bills passed" or no bills passed and not the relative strength of any of them. You do make a good point for those who are politically informed though.

Dex, You make a great point - I doubt having some fat resume of having ones signature at the bottom of unnecessary legislative bills is a plus for any candidate. However, Thomas is incorrect here and should correct his error, for the record.

One of the favorite smears of critics is to point out how few bills a given Democrat has sponsored. Making it appear as if the evil Dem in question is lazy and not interested in getting things done. One of the factors that is always conveniently left out of their criticism is how many bills a given congressman has sponsored that have never made it out of committee and onto the floor of the congress. They've tried this BS with Hillary as well. Obama has sponsored 129 bills, 120 of which never made it out of committee, 1 was successfully enacted. Clinton has sponsored 350 bills, 304 of which never made it out of committee, 2 were successfully enacted. http://www.govtrack.us/congress/presidential.xpd#300022

However I do not know if it is a lie. I don't know why Thomas would deliberately lie. It could be a simple error on his part. Nobody is perfect (except maybe two Democratic candidates.) Looks like one more lie and Thomas's total will surpass Obama's legislative output total. :-)

I see your point. Obviously Thomas is in error and/or poorly explained Obama's legislative output. I agree that you would think everyone would do at least a simple fact check like we do.

However, it may be that Thomas, Matthews, Limbaugh, and others have people doing the grunt work for them or as equally plausible, simply repeat what they heard or read by other pundits, thinking the original pundit was accurate.

My guess is that this happened here although I have no proof.

There was that one time when she talked about doing things with, uhh.......no, that was someone else. Lets see, as the First Lady, she got the whole health care thing, ummmm.........well, OK, she really didn't go anywhere with that.

But she was married to a President, right? So surely she picked up on some things, ya think? Check this out........

In a news conference, Deanna Favre announced she will be the starting QB for the Packers this coming Sunday. She claimed she is qualified to be starting QB because she has spent the past 16 years married to Brett while he played QB for the Packers. Because of this, she understands how to pick up a corner blitz and knows the terminology of the Packers’ offense. A poll of Packers fans shows that 50% of those polled supported the move.

Does this sounds idiotic and unbelievable to you? Yet Hillary Clinton makes the same claims as to why she is qualified to be President, and 50% of democrats polled agreed.

            Classic!!

COMPLETE AND UTTER IGNORANCE IS ALL YOU KNOW.

There are numerous Republican congressmen who are or were in the current presidential race that also have brought hundreds of bills to committee over the past ten years, only to see a handful of them make it far enough for enactment.

And how about Ron Paul??? He sponsored 350 bills, NONE OF THEM WERE EVER ENACTED.

From time to time the rightwingnutz bring up this arguement - and it demonstrates a remarkable lack of knowlege about the U.S. Senate. First of all, both Senators Clinton and Obama are "junior" - the other Senator from both their states is senior in years of service. Therefore they (the senior Senators) are going to be the sponsors of important state-oriented legislation. Second, it is in Committee that the majority of the Senate's work is done. And Committee assignments are based on, of course, seniority. Finally, as the great Sam Rayburn and many others have pointed out many times, the best work in Government is done when both parties work together. And, as in the rest of life, is it often astonishing how much can be accomplished if one isn't too worried about who gets the credit!

The rightwingnutz who make the statements about Senators' names not being on important bills display far more about themselves than they do about the people they are bad-rapping.

        Newshound,

State oriented legislation? Okay I'll give you that... So what other bills outside of 'state oriented' have been enacted?

I find it funny that you rarely hear candidates tout their committe work record. Maybe you hear them crow about it, but I don't. Yes, I hear they are on some of these committees but little else.

It is well known that legislative accomplishments are boasted by candidates when there are some to actually boast about. Similarly, it is more than fair to expose the absence of legislative output. You may think there are other factors besides legislative output that influence your opinion regarding a candidate and that is fair. Go ahead. But to say people who look at this part of la candidate's resume as somehow lacking.. is somehow lacking.

Obama is a threat to people like Billo,Rush,Hannity,Cal Thomas and the rest of the right wing media. Their agenda is to divide the country. They also make a lot of money by doing so. Obama plans to bring the country together if he is elected president, if that happens, who will the right wing blame for all their troubles. How are they going to be angry and shout people down on their shows if all Americans are working together in the interest of their country?.They will not lie still and let this happen, they will make sure Obama does not win, even if it means saying he had dinner in the past with Islamic extreemist, whatever rocks the boat is alright with these right wing media.
