Tapper falsely suggested Bill Clinton proposed "slow[ing] down our economy" to fight climate change

SUMMARY: In a blog post, ABC News' Jake Tapper wrote: "In a long, and interesting speech, [Bill Clinton] characterized what the U.S. and other industrialized nations need to do to combat global warming this way: 'We just have to slow down our economy and cut back our greenhouse gas emissions 'cause we have to save the planet for our grandchildren.' " But Clinton did not say that is what has to be done to combat global warming.

In a January 31 post on his ABCNews.com blog, Political Punch, ABC News senior national correspondent Jake Tapper falsely suggested that former President Bill Clinton, during a speech in Denver the previous day, advocated "slow[ing] down our economy" as a strategy to combat climate change. In the post -- titled "Bill: 'We Just Have to Slow Down Our Economy' to Fight Global Warming" -- Tapper wrote of Clinton: "In a long, and interesting speech, he characterized what the U.S. and other industrialized nations need to do to combat global warming this way: 'We just have to slow down our economy and cut back our greenhouse gas emissions 'cause we have to save the planet for our grandchildren.' " Tapper then wrote: "At a time that the nation is worried about a recession is that really the characterization his wife would want him making? 'Slow down our economy'?"

In fact -- as also noted by the blog, Sadly, No! -- Clinton's full remarks on global warming during the speech, which Tapper included toward the end of his post, make clear that Clinton did not propose "slow[ing] down our economy" as a strategy "to combat global warming." He said that "rich" countries could take that approach; but then he said why he thought it wouldn't work, asserting that the "only way" to fight global warming is to prove that doing so "is good economics that we will create more jobs to build a sustainable economy":

CLINTON: And maybe America, and Europe, and Japan, and Canada -- the rich counties [sic] -- would say, "OK, we just have to slow down our economy and cut back our greenhouse gas emissions 'cause we have to save the planet for our grandchildren." We could do that.

But if we did that, you know as well as I do, China and India and Indonesia and Vietnam and Mexico and Brazil and the Ukraine, and all the other countries will never agree to stay poor to save the planet for our grandchildren. The only way we can do this is if we get back in the world's fight against global warming and prove it is good economics that we will create more jobs to build a sustainable economy that saves the planet for our children and grandchildren. It is the only way it will work.

The Republican National Committee further mischaracterized Bill Clinton's comments. In an "Update" to his post, Tapper quoted the following statement from spokesman Alex Conant: "Senator [Hillary Rodham] Clinton's campaign now says we must 'slow down the economy' to stop global warming. ... Clinton needs to come back to Earth. Her 'tax-it, spend-it, regulate-it' attitude would really bring the economy crashing down. No amount of special effects will hide Clinton's liberal record."

Sen. Clinton's (D-NY) presidential campaign responded to Tapper's post by writing that Tapper "parsed President Clinton's speech," adding, "Actually the full quote shows that President Clinton was making the opposite point. He rejected slowing down the economy, and advocated for sustainable economic growth." Tapper responded to the campaign in a separate blog post, but did not address the substantive point:

The Clinton campaign did not provide for me, as requested, an explanation of what he meant.

Instead, the response from the Clinton campaign is to post an item on its "fact" hub and accuse me of "parsing."

I will plead guilty to "parsing" -- the dictionary definition of the word -- "To examine closely or subject to detailed analysis, especially by breaking up into components" or "To make sense of; comprehend."

But I suspect the Clinton campaign thinks of the word "parsing" in its more colloquial sense -- as in "It depends on what the meaning of the word 'is' is." I guess I should defer to their expertise.

After Competitive Enterprise Institute senior fellow Iain Murray -- in a January 31 post on National Review Online's "The Corner" -- asserted in part that "Tapper isn't entirely accurate in characterizing what Bill said," Tapper added the following update to his post responding to the Clinton campaign:

UPDATE: Bill Clinton finds a defender/explainer over at the National Review, where Iain Murray takes a look at what an effort to reduce greenhouse gases would do to the U.S. economy and concludes that "while Tapper isn't entirely accurate in characterizing what Bill said, he's pretty accurate in summarizing the effects of the policies he recommends. Bill Clinton's economic stimulus plan is to slow down our economy."

This is the much more important issue here. Any serious effort to reduce greenhouses gases will have an impact on the economy and, initially, that impact could be negative.

There are ways to work towards having the impact in the long-term be neutral or perhaps even positive. But any serious effort will cost a lot of money and slow the economy, whether the world is in it together or the U.S. and industrialized nations go it alone. (I stand accused of saying that former President Clinton spoke honestly about that.)

That's not to say it should not be done -- it's just to acknowledge that, as with all things ambitious, there will be a cost.

Former President Bill Clinton was in Denver, Colorado, stumping for his wife yesterday.

In a long, and interesting speech, he characterized what the U.S. and other industrialized nations need to do to combat global warming this way: "We just have to slow down our economy and cut back our greenhouse gas emissions 'cause we have to save the planet for our grandchildren."

At a time that the nation is worried about a recession is that really the characterization his wife would want him making? "Slow down our economy"?

I don't really think there's much debate that, at least initially, a full commitment to reduce greenhouse gases would slow down the economy. ... So was this a moment of candor?

He went on to say that ... the U.S. -- and those countries that have committed to reducing greenhouse gases -- could ultimately increase jobs and raise wages with a good energy plan..

So there was something of a contradiction there.

Or perhaps he mis-spoke.

Or perhaps this characterization was a description of what would happen if there isn't a worldwide effort. ... I'm not quite certain.

It's worth watching -- he also pushed back against a 9/11 conspiracy theorist heckling him.

"Everybody knows that global warming is real," Mr. Clinton said, giving a shout-out to Al Gore's Nobel Peace Prize, "but we cannot solve it alone."

"And maybe America, and Europe, and Japan, and Canada -- the rich counties [sic] -- would say, 'OK, we just have to slow down our economy and cut back our greenhouse gas emissions 'cause we have to save the planet for our grandchildren.' We could do that.

"But if we did that, you know as well as I do, China and India and Indonesia and Vietnam and Mexico and Brazil and the Ukraine, and all the other countries will never agree to stay poor to save the planet for our grandchildren. The only way we can do this is if we get back in the world's fight against global warming and prove it is good economics that we will create more jobs to build a sustainable economy that saves the planet for our children and grandchildren. It is the only way it will work.

"And guess what? The only places in the world today in rich countries where you have rising wages and declining inequality are places that have generated more jobs than rich countries because they made a commitment we didn't. They got serious about a clean, efficient, green, independent energy future... If you want that in America, if you want the millions of jobs that will come from it, if you would like to see a new energy trust fund to finance solar energy and wind energy and biomass and responsible bio-fuels and electric hybrid plug-in vehicles that will soon get 100 miles a gallon, if you want every facility in this country to be made maximally energy efficient that will create millions and millions and millions of jobs, vote for her. She'll give it to you. She's got the right energy plan."

In other Bubba News, Sen. Hillary Clinton, D-NY, told the spectacular Kate Snow yesterday that this is her campaign, not Bill's, and told Nightline anchor Cynthia McFadden last night that she can control him.

(Which begs the question -- does she want to slow down the economy?)

UPDATE: Not so difficult to predict -- the RNC just issued a statement in response to the former President's comment.

"Senator Clinton's campaign now says we must 'slow down the economy' to stop global warming," said Alex Conant, RNC Spokesman. "Clinton needs to come back to Earth. Her 'tax-it, spend-it, regulate-it' attitude would really bring the economy crashing down. No amount of special effects will hide Clinton's liberal record."

Sen. Clinton's campaign, meanwhile, has a new TV ad (watch it HERE) that calls her "the person you can depend on to fix the economy and protect our future."

Wow, I hardly know how to take this.

This morning, trying to understand what former President Bill Clinton was driving at when he made a statement about effort to combat global warming, I posted a quote of his, put it in context, provided video links, and asked what he meant.

The Clinton campaign did not provide for me, as requested, an explanation of what he meant.

Instead, the response from the Clinton campaign is to post an item on its "fact" hub and accuse me of "parsing."

        Oh, brother, another conservative claiming that because it's unusually cold somewhere means global warming doesn't exist. Part of climate change due to global warming is that cold air masses move around and appear in places they hadn't been before. Here in Texas, meanwhile, we're wearing short sleeves in frickin' January.

          sounded pretty cold in san antonio today. 

          ten  years ago i hosted a dinner at my house at which the guest of honor was the head curator at the Nat Hist Museum of LA County.  He was also a marine biologist.  He was specifically asked about global warming.  He said that indeed there would be a warming period, related to ocean currents, and then it would reverse itself.

                  Yes, I do. Back to the subject.

                  Tapper's misquote is unreal. Is this guy qualified to even begin to evaluate written evidence? It's a blatant mistatement. Either totally incompetent, or dishonest to the core.

                  It would be like filming someone saying, " I do not want to begin the discussion...' and then only showing the "begin the discussion" part.

          Exactly - a good reason why the term 'global warming' needs to be dropped... it allows idiots and liars to fool themselves into believing that we humans have no effect on our environment.  That's a typical dumb-guy response.

          But, you have to admit... suggesting that Bush is somehow a friend of the environment and the economy - that's a bold two-fer.  This guy must've won a bet or something.

          Clinton was speaking hypothetically about "slowing down" the US economy, then immediately explained how that wouldn't work. The cropped quote made it sound as if Clinton actually advocated slowing down the economy, which he most definitely did NOT.

                  Businessman and politicians got together and traded influence and money in a completely legal transaction, albeit one that could be thought of as sleazy.  This makes Clinton more exceptional than anyone else from Washington?  This is the kind of thing that the Republican Party is all about so why do you get so angry when a Democrat does it?  I'm no huge Clinton fan, but this irrational hatred of him expressed by the wingnuts is amazing.

          "We could do this."

          "We could do this, but it probably won't work so we should do that instead."

          Or do they mean something a lot closer to the OPPPOSITE of each other?

        Because Tapper didn't make a "mistake," that's why.  He intentionally wrote something to make it appear as though Bill Clinton had said something he hadn't.  Predictably, the RNC and the right wing whackos seized on the misquote as though it was accurate and used it to bash Clinton. 

        This is the same MO they used to smear John Kerry in 2006 -- Kerry slammed Bush, but the GOP and their enablers claimed that Kerry said something disrespectful about members of the military.

        This MO showed up over and over again in the 2000 campaign.  Gore did not say he invented the Internet, he did not say he discovered Love Canal and he did not say his wife and he were the inspiration for Love Story.  In each case, a "journalist" made a "mistake," and in each case the Republican National Committee and the right wing whackos ran with it because it made Gore look bad.

        Liberal media bias, my ass.

        Apparently it was more long than interesting, at least for the ADD afflicted Tapper, who didn't follow the thought to its conclusion.

      This is a really good example of how one side in this National Policy debate loves to invoke "climate change" and "global warming", when what's actually the issue is EMISSIONS.

      Mr. Clinton spoke well when he said:

      'We just have to... cut back our greenhouse gas emissions" (he said EMISSIONS!)

      But he didn't speak nearly as well, when he said:

      'We just have to slow down our economy"

      Because if you devote more than just 10 seconds to the cause, you of course will know that to cut back on the health hazard of petroleum EMISSIONS, will of course impact the oil industry, and to a lesser extent the automobile industry (by way of their sales of the "high ticket" but less fuel efficient tanks and other armored vehicle sales they presently make, and market so much to, the American People).

      And that way of saying it, is true and much more agreeable to the American People (but not to the oil and auto industries), than saying "we just have to slow down our economy"

       

      But the real matter here is of how the former president correctly invoked EMISSIONS, and the ABC hack then re-interpreted his comments as being about "global warming"...

      Stick to the point of EMISSIONS please. That's the Jurisdiction of our Law: we can and do make Laws about EMISSIONS, but not about the climate

      It's the other side in this National Policy debate, that avoids that word EMISSIONS at every opportunity, and fears not at all to delve into the vague and hard to define or verify matter of "climate change" and "global warming"

      That's the leading edge of that side's position in this debate: happily argue endlessly about "climate change", but never ever talk about EMISSIONS... avoid that word, and misinterpret anything said about it, as talk about "global warming"...

      Which is what the ABC hack did, as cited above.

      If Jake Tapper is so right-wing that he misinterprets a speech by Bill Clinton that way, then Tapper can't do his job well.

      I've seen some pretty dirty out of context quotes in my life but this one is a DOOZY.

      In context, Clinton asserts the OPPOSITE of this quote, which, any dufus can figure, was him playing devil's advocate.

      Like if I said, "And maybe America could say, 'Let's put all the dumb people who listen to Rush Limbaugh and watch Fox News in concentration camps.' It's a solution to the problem of conservative's quoting Bill Clinton out of context. But it would be wrong to do that because this is America, and people, no matter how ignorant an ill-informed, deserve to live free."

      At least Clinton has made it clear what following this hoax will do to our economy and that of the whole world.

      But I'd like to know from those who have drunk the Koolaid from the algore's chalice, since the earth has warmed and cooled throughout it's history, what is the ideal temperature for earth?  Where we were 10,000 years ago during the last ice age, the warmup following or some other level that is the perfect temp?

      Yes, rate of change does matter but for you own elucidation...consider the data displayed over the last 1/2 million years or so.  It's about the third display in the site.  See a pattern and see that we have been both warmer and cooler than right now.

          No, can't dismiss the data.  It shows that the earth has cycled between warming and cooling temperatures for the entire existence the earth, not just since the discovery of the fire. 

          But, the purpose is to do just what President Clinton said would if this insanity was implement, by making producing countries poor by controlling energy.  This hoax cares not for 'our grandchildren' as much as gaining control over the means of production, the freedom private enterprise brings and making everyone (Except those deemed worthy, ie Kim Zong Ill and other true liberals) in every country the proletariat that they see as their 'grandchildren'.

          This may be one of the dumbest questions ever asked here. Is anyone saying we should try to set the climate like the thermostat in our houses? NO MORON! Every fool on the planet knows there are cycles, there are cylcles of warm and cold temps throughout the year, they are called SEASONS. Anyone past the age of 10 knows about the Ice Age. People want us to stop cahnging the climate not try to "set the temperature". You do understand the difference right?

      Anyone who discounts global warming at this point has his head warmly and snuggly shoved up a dark place.

       

      There were probably people in the South Pacific who discounted warnings about tsunamis because the damned tide got sucked way out and the "extended" beaches seemed unusually dry.  "What tsunami" these soon-to-be-drowned fools are likely to have said as they walked further and further off the littoral to pick up shells and other flotsam even as the huge waves formed and rushed towards them from just over the horizon.

       

      And anyone who doesn't think industrial pollutants are fouling the air we breathe and the atmosphere that houses it is just plain stupid.  Sorry to be blunt, but it takes a real hard headed idiot to deny what, to the reddened eye is so obvious.  Or is China just kowtowing to the tree huggers in California by launching a major effort to clean up the air around Beijing so the olympic athletes don't have to wear oxygen masks when they compete there?

       

      As for Tapper -- he is a liar.  The facts are very clear and they were made very clear to him.  There is no other way to describe his "response" to the Clinton campaigns clarification of his mis-quote: he is a liar.  Clinton said one thing, Tapper said he said the exact opposite.  When called out on it, Tapper obfuscated because he did not choose to admit he had misquoted.  Liar, liar, and oh how his pants must burn! ;-)

            Hold on there Colonel.

            I just upgraded to the new dual core, hamster wheel based PC.

            The speed is phenomenal. I'll never go back.

            I plan on being energy independent within the year. I'm breeding hamsters in my basement and have at least a dozen wheels going to generate power for my big screen TV and TIVO.

            I no longer wash & dry my clothes, I'm a nudist.

            And I bathe in the creek but will admit, I do it infrequently.

            My carbon footprint is negligible and I'm even going to be able to start selling excess power generators (hamsters) soon.

            I'll post pictures and diagrams of my setup sometime next week.

      we went to the u.s.c. basketball game last night, got home about 10:30.  got comfy in bed with the heater set at a moderate 67 degrees.  In the middle of the night we both awoke, chilled to the bone.  the temp had dropped to the low 30's and the house was just cold, damn cold.

      millions remain stranded in the snow in china.

      the southern ice cap is as large, no larger, than it has ever been. 

      the negev desert is covered with snow.

      just more evidence of global warming.

        You're an idiot. Temperature extremes (hot and cold) and the severe weather patterns associated with it are a result of global warming - not an indicator of it.

        The global mean temps continue to rise and I have no idea where you heard the nonsense about Antarctica. Rush Limbaugh maybe? Try reading this most recent National Geographic story (Jan.14,2008) at

      the History Channel has this program on the Universe.  I was watching the one about the development of the planet.  Sometime, over 65mm years ago, the amount of c02 in the atmosphere was about 5x what it is today.  That was before man and the industrial revolution, I believe.

      Anyway, that led to the growth of abundant food supplies that permitted the dinosaurs to grow really big.  the average dino was about 5x the size of the average mammal today.

      so the increase in c02 in the atmosphere that has been occasioned by man and many many other causes, which is truly minimal, accounts for our obesity epidemic.
