SUMMARY: ABC's Charles Gibson falsely claimed that President Obama "says he opposes earmarks, but he signed the [omnibus] bill anyway." In fact, Obama said, "Done right, earmarks have given legislators the opportunity to direct federal money to worthy projects that benefit people in their districts, and that's why I've opposed their outright elimination."

On the March 11 broadcast of ABC's World News, anchor Charles Gibson said of President Obama's signing of the 2009 omnibus spending bill: "The president says he opposes earmarks, but he signed the bill anyway." In fact, in his March 11 remarks on earmark reform -- during which he explained why he was signing the spending bill -- Obama said, "[L]et me be clear: Done right, earmarks have given legislators the opportunity to direct federal money to worthy projects that benefit people in their districts, and that's why I've opposed their outright elimination." He also said that "the fact is that on occasion, earmarks have been used as a vehicle for waste, and fraud, and abuse" and outlined a series of "principles" for earmark reform going forward, including that "if my administration evaluates an earmark and determines that it has no legitimate public purpose, then we will seek to eliminate it, and we'll work with Congress to do so."

OBAMA: What you likely have heard about is that this bill does include earmarks. Now, let me be clear: Done right, earmarks have given legislators the opportunity to direct federal money to worthy projects that benefit people in their districts, and that's why I've opposed their outright elimination. And I also find it ironic that some of those who rail most loudly against this bill because of earmarks actually inserted earmarks of their own --- and will tout them in their own states and their own districts.

But the fact is that on occasion, earmarks have been used as a vehicle for waste, and fraud, and abuse. Projects have been inserted at the 11th hour, without review, and sometimes without merit, in order to satisfy the political or personal agendas of a given legislator, rather than the public interest. There are times where earmarks may be good on their own, but in the context of a tight budget might not be our highest priority. So these practices hit their peak in the middle of this decade, when the number of earmarks had ballooned to more than 16,000, and played a part in a series of corruption cases.

OBAMA: I am signing an imperfect omnibus bill because it's necessary for the ongoing functions of government, and we have a lot more work to do. We can't have Congress bogged down at this critical juncture in our economic recovery. But I also view this as a departure point for more far-reaching change.

In my discussions with Congress, we have talked about the need for further reforms to ensure that the budget process inspires trust and confidence instead of cynicism. So I believe as we move forward, we can come together around principles that prevent the abuse of earmarks.

These principles begin with a simple concept: Earmarks must have a legitimate and worthy public purpose. Earmarks that members do seek must be aired on those members' websites in advance, so the public and the press can examine them and judge their merits for themselves. Each earmark must be open to scrutiny at public hearings, where members will have to justify their expense to the taxpayer.

Next, any earmark for a for-profit private company should be subject to the same competitive bidding requirements as other federal contracts. The awarding of earmarks to private companies is the single most corrupting element of this practice, as witnessed by some of the indictments and convictions that we've already seen. Private companies differ from the public entities that Americans rely on every day -- schools, and police stations, and fire departments.

When somebody is allocating money to those public entities, there's some confidence that there's going to be a public purpose. When they are given to private entities, you've got potential problems. You know, when you give it to public companies -- public entities like fire departments, and if they are seeking taxpayer dollars, then I think all of us can feel some comfort that the state or municipality that's benefitting is doing so because it's going to trickle down and help the people in that community. When they're private entities, then I believe they have to be evaluated with a higher level of scrutiny.

Furthermore, it should go without saying that an earmark must never be traded for political favors.

And finally, if my administration evaluates an earmark and determines that it has no legitimate public purpose, then we will seek to eliminate it, and we'll work with Congress to do so.

Now I know there are members in both Houses with good ideas on this matter. And just this morning, the House released a set of recommendations for reform that I think hold great promise. I congratulate them on that.

GIBSON: Two big numbers grabbed a lot of attention today in Washington. The Treasury Department said the federal budget deficit has grown to $765 billion in just the first five months of the budget year, and that in February alone, the deficit was more than 192 billion. And President Obama today signed a $410 billion spending bill to keep the government operating. This is the bill that includes roughly $8 billion in so-called earmarks, special projects added in by members of Congress. The president says he opposes earmarks, but he signed the bill anyway.       Obama never said he was against earmarks....

      He said he was against earmarks being put into a spending bill in secret or behind closed doors or when no one was looking...

      Obama wants transparency in earmarks... so that everyone know about each one of them BEFORE the bill is voted on!

      The mass media is being disingenuous! And collectively pathetic!

      There are earmarks and then there are EARMARKS. Some spending bills are necessary and many are not. Lumping all earmarks together is where the danger lies. Line item veto may not be the answer but sensible spending is. If a president and congress intend to gain the respect of the American people, then EVERY spending bill must be scrutinized for it's veracity if this country is to get out of this recession.

        Been several indications that he's got the trust of the majority of americans. Congressional democrats pole numbers have been rising as well. The twenty ought percent you represent will never be satisfied regardless of how often your population's opinion is asked for accepted (With a rescript if needed) given and acted upon, by our president or the congress. You just arn't going to do gruntled no matter how many times your"If only plea", reverberates in the national discourse and a response within your stated goalposts is achieved.

          That has to be the lamest response to a non-partisan post I have ever heard. What I posted has nothing to do with this president or any other president. What I posted was a responsible approach to spending by any administration. Your reply seems to indicate a little paranoia on your part. I didn't point out any party affiliation or even hint of any bias. Your response is why people have a difficult time presenting any plausible ideas that might lend to ideas that help this country in general rather than supporting a party line.

            You know me...well... sorta... We've both been posting here for some time now...

            But I have to say... I agree with theclocktower on this one... you are being a bit paranoid... I read his post and it says nothing about that which you speak.

            I'm a big time huge supporter of President Obama... I gave his campaign $80 (in $20 increments), I get his emails and updates, and visit the whitehouse.gov and recovery.gov sites (with little fear, unlike the last eight years)... and defend Obama when needed.

            But even I won't jump the gun this much... relax buddy... many of us are on the same team... and I think theclocktower was right about what he said about earmarks... hell... read what I said about earmarks and Obama.

            It is true that Obama made a slight error in judgement on allowing all these earmarks to take place... the vast majority of them are legit for job creation...

            I think what theclocktower was trying to say was that earmarks should be done either completely seperate from a mass spending bill... or as Obama wants... for them to be out in plain sight and not done as a last second add on or done in secret just before its voted on. Something the Repubs were good at doing.

            I certainly understand your defensivness considering some of the blowhards that come in here at times, but as I said... relax ok... Not everyone that comes in here is necessarily a bad guy just because they don't say something specifically positive about Obama.

              Sniper, there have been moves in the direction you ask for. will you acknowledge them? You address none of my points and? I've seen a number of wingnuts change their attitutes on this site. If you become one of those, I'll be one acknowleding it.

              Capt. Yah we're on the same side. No I'm not always right, or clear. If sniper changes, good. If his words strike me as bogus, I may say so. I've accepted correction before, I hope to continue to do so.

                I often get caught up in the premise of this website which, generally, hosts a belief that conservative ideas are always faulty and that liberal ideas are always genuine. I do realize that most liberals are passionate in ther beliefs as are most conservatives. When passion gives way to outright bias and slander, from both sides, then there is no reasoning and ideas are lost in hopeless rhetoric. This website is what it is and I accept and respect that. I won't abandon my beliefs but will capitulate when it is obvious I am wrong. I will refrain from "trolling" and name calling and generally post when I have something to offer and decline comment when I am in over my head. A good argument is always something I've enjoyed and from my recent experience, this site offers thoughtful liberal posters who are knowledgable and courteous. As a conservative, I'll try to mirror image that thoughtfulness. TY

                    You chose one sentence that sometimes defines the mood of liberal posters, in my view, right or wrong, to create your own whipping boy. What does I hope you're resting comfortably mean? Is it just a glib rhetorical question or is it some sort of cryptic response to mildly intimidate someone?

              Well, with an inflammatory 'nick' such as yours you really cannot be expected to be embraced thoroughly here - even if you do display minor instances of sanity and reason. Can you imagine if I chose 'TBundy' as my 'nick'? I would be hammered for it. My advice for you is to change your 'nick' and get reeducated. It may ache for a while but your soul will thank you in the end.

      I wonder what the excuse is for this lie?  Time constaints?  Gibson didn't have time to tell the truth to the American people before going to Tapper, so he lied instead?
