SUMMARY: Fox News' Sean Hannity falsely claimed that under House Speaker Nancy Pelosi, "Republicans can't offer amendments; they can't offer alternative bills." In fact, in the 111th Congress, the House has voted on several Republican-sponsored amendments to various bills.

On the March 16 edition of his Fox News program, Sean Hannity falsely claimed that under House Speaker Nancy Pelosi (D-CA), "Republicans can't offer amendments; they can't offer alternative bills." In fact, in the 111th Congress, which began on January 6, the House has held recorded votes on several amendments offered by Republicans seeking to change various bills, including a "substitute" amendment seeking to replace the American Economic Recovery and Reinvestment Act of 2009 with an alternative bill.

The House also voted on a motion to recommit the recovery bill with instructions (i.e., an amendment to the bill) offered by Republican Jerry Lewis (CA). Another Republican amendment to the recovery bill was agreed to on the House floor by voice vote. Additionally, the House voted on a Republican alternative to the Children's Health Insurance Program Reauthorization Act of 2009 in the form of a motion to recommit with instructions offered by Rep. Nathan Deal (GA). Debating the amendment, Deal stated: "[T]he Republican motion to recommit replaces what I consider to be a deeply flawed bill that has been offered and also has improvements to the SCHIP proposal that we are considering."

From the March 16 edition of Fox News' Hannity:

HANNITY: All right, let's first start with the tape. Now, Nancy Pelosi, the most draconian rules -- Republicans can't offer amendments; they can't offer alternative bills -- and here she's on Charlie Rose saying she's not partisan. Roll the tape.

PELOSI [video clip]: Some people think there seems to be a market for saying that I am very partisan and that I don't give the Republicans their opportunity. And that simply is not true.

HANNITY: Now, you worked pretty closely there. Is that true?

DANA PERINO (former White House press secretary): I think, yes, Speaker Pelosi is smart, she's accomplished, but she is also very partisan. And that's OK; you can be partisan, and also -- and think that your policies will be the best thing for all Americans, but that doesn't mean you can't have an honest debate. And I think one of the reasons you hear complaints from Republicans -- that they aren't having a chance to be a part of the legislative process -- is because they're not getting the chance to have a -- to be a part of it.

No surprise here.  When Republitoads had the majority, they treated Democrats like red-headed stepchildren... now the tables have turned and they're whining like little weenies.

What was it that Rush Blimpboy said to the Democrats a few years ago?  "Shut the hell up until you win an election".... or something like that?

Yeah, it was something like that.

You do bring up a good point about how the republicans treated the democrats while they were in the majority. What would happen is that basically anything and everything the democrats tried to get into a bill was rejected off hand, because it came from a democrat. Some things of course did get in, but it was few and far between. The republicans changed the rules for debating a bill on the floor, and vastly reduced the time open for debate, and or to offer amendments and other items.

If the democrats just use the same rules as the republicans did, then they shouldn't have anything to complain about right??

Maybe Hannity just meant to say that republicans were too busy hitting the press circuit complaining about everything democratic to have time available to sit down and offer alternatives?

The Republicans at least let lib bills come up for a vote.  They didn't bury them in committees like Pelosi does. Conservatives of this country will watch the libs destroy this wonderful country. You can't have it both ways, either this economy is Obama's or Bush's.  Not Bush's economy when it's bad and Obama's when it's good.   This is now Obama's and the Dems.

Yea...I heard Nancy Pelosi won't even let Republicans into the House chambers anymore. And that the ACORN militia has been threatening them...and vandalizing their yachts and summer homes. And that Obama is a Communist...and...and...

BTW, my latest theory is that Sean Hannity does not actually exist...that he's not a real person. I believe he's just an animated cartoon character. Computer animation is pretty good nowadays...

FIRST!!!!  I FOUND THE LONE TRUTH IN THIS HANNITY CLIP!!!!:

"...and here she's on Charlie Rose..."

      WOO HOO!!!

I have to admit though, that was an easy one.  Not "Where's Waldo?"-easy, but relative to finding the truth in most Hannity clips, this was a piece of cake.

If they want to do what they were elected to do, (which they seemed to have forgotten) they need to just get on with it. use the majorities they were given and start to fix things as best as can be done.

It's obvious that you're a partisan hack.  Bush/Cheney did leave enough behind that presidents for years to come will be cleaning up the mess left behind.

What do you suggest, that we continue in the same manner as Bush? Really?

Something must be done.  Republicans with their thumbs up their butts don't solve problems - they've proven that time and again.  Allowing the 'free market' to fix itself just shows how intellectually challenged you are with regards to our economy.  Laissez-faire economics don't work.  Never have.  Never will.  Quit dreaming and join us in the real world.

I agree in general that, in a just world, Hannity would deserve some sort of jail term...;o).

However, in a way, in this case, Hannity did not lie. Republicans just cannot bring themselves to offer _any_  constructive effort these days, amendment or otherwise.

So the logic is clear: Pelosi is Speaker of the House, and Republicans cannot offer amendments.
