Hannity misinforms on defense budget, missile defense

SUMMARY: Sean Hannity falsely claimed that President Obama ordered "drastic cuts in the military budget" and misleadingly cropped comments by Secretary Gates to criticize Obama over missile defense.

During the April 7 edition of Fox News' Hannity, host Sean Hannity falsely claimed that President Obama ordered "drastic cuts in the military budget" and misleadingly cropped comments Defense Secretary Robert Gates made during an April 6 press conference to criticize Obama over missile defense. Hannity asserted: "Despite the clear threat that a North Korean missile launch could pose to our allies and to our homeland, President Obama has ordered his secretary of Defense to make drastic cuts in the military budget, particularly in the area of missile defense." In fact, the Obama administration has proposed increasing defense spending by billions of dollars over the amount enacted in fiscal year 2009. As CNN.com noted on April 6, "The proposed overall fiscal year 2010 Defense Department budget is almost $534 billion, or nearly $664 billion when including the costs of the conflicts in Iraq and Afghanistan. The current Pentagon budget totals slightly over $513 billion, or almost $655 billion including the Iraq and Afghanistan conflicts."

According to the White House, the administration's proposed budget for fiscal year 2010 requests $533.7 billion for the Department of Defense, "an increase of four percent from the 2009 enacted level of $513.3 billion," plus $130 billion for military operations in Iraq and Afghanistan in 2010. As Media Matters for America documented, on April 6, Hannity similarly falsely claimed that "this administration is taking steps to cut defense spending.

Hannity also played a clip of Gates stating, "Overall, the Missile Defense Agency program will be reduced by $1.4 billion. ... We will not increase the number of current ground-based interceptors in Alaska as had been planned." In fact, immediately before and after saying, "We will not increase the number of ground-based interceptors in Alaska as had been planned," Gates addressed rogue state missile threats, asserting that his proposals would focus on such threats. Before the comment, he said, "[I]n the area of missile defense, we will restructure the program to focus on the rogue state and theater missile threat," and afterward, he said: "[W]e will continue to robustly fund continued research and development to improve the capability we already have to defend against long-range rogue missile threats, a threat North Korea's missile launch this past weekend reminds us is real."

From the Defense Department's transcript of Gates' April 6 press conference with parts Hannity omitted highlighted in italics:

Fourth, in the area of missile defense, we will restructure the program to focus on the rogue state and theater missile threat. We will not increase the number of current ground-based interceptors in Alaska, as had been planned, but we will continue to robustly fund continued research and development to improve the capability we already have to defend against long-range rogue missile threats, a threat North Korea's missile launch this past weekend reminds us is real.

We will cancel the second Airborne Laser Prototype Aircraft. We'll keep the existing aircraft and shift the program to an R&D effort. The ABL program has significant affordability and technology problems, and the program's proposed operational role is highly questionable. We will terminate the Multiple Kill Vehicle program because of its significant technical challenges and the need to take a fresh look at the requirement.

Overall, the Missile Defense Agency program will be reduced by $1.4 billion.

Moreover, contrary to Hannity's claim that "President Obama has ordered his secretary of Defense to make drastic cuts in the military budget, particularly in the area of missile defense" [emphasis added], Gates stated during his press conference, "I reached the final decisions after many hours of consultations with the military and civilian leadership of the department. I have also consulted closely with the president. But I received no direction or guidance from outside this department on individual program decisions. The Chairman and the Vice Chairman of the Joint Chiefs of Staff are in complete accord with these recommendations."

HANNITY: And tonight's "Great Moment in Liberal Foreign Policy" is brought to you by the Obama White House and Kim Jong Il. Now, this weekend, the rogue nation of North Korea garnered the attention of the entire world when it launched a long-range missile that some analysts feared could have the capability of hitting, not just our allies in the region, but the states of Hawaii and Alaska.

And what reliable world body does our president decide to lean on during this time of crisis? Well, take a look.

OBAMA [video clip]: This action demands a response from the international community, including from the United Nations Security Council, to demonstrate that its resolution cannot be defied with impunity.

HANNITY: Now, that's just the start of it. Despite the clear threat that a North Korean missile launch could pose to our allies and to our homeland, President Obama has ordered his secretary of Defense to make drastic cuts in the military budget, particularly in the area of missile defense.

GATES [video clip]: Overall, the Missile Defense Agency program will be reduced by $1.4 billion. ... We will not increase the number of current ground-based interceptors in Alaska as had been planned.

HANNITY: So, let me get this straight. North Korea launches a missile, and the very next day, the president decides to cut the missile defense budget -- another brilliant foreign policy move by team Obama.

      I am so happy that this forum exists to call out the Limbaugh's and Hannity's. These guys promote hatred and they lie and take out of context a lot of things. This is no different. Lets not forget Oreilly, Dobbs, Beck, and a host of other fear mongering right wing nut jobs.

      Is it me or does Hannity sound like a whimpering child who lost at a game at which he cheated and now wants everybody to be on his side? The crying and whining of this lot of people is sad but funny. And their believers feel bad for them not realizing that these are the Radio Elite. Millions and millions of dollars are paid by the advertisers, which comes in the way of product price increases, to these bums. But yet the wailing and nashing of teeth continue. Sean, I'm being polite, why do you lie for money? Simple question which one of your interns can present to you. Why?

      There is a great article in this month's Vanity Fair about Ole BlunderRush.  The average age of his listeners is 67.  Not that there is anything wrong with being 67, but those folks are not exactly the movers and shakers in the Country.

      The average age of Sheer Insannity's fans?  Who has 3 hours a day to listen to this amount of mis-information?

      And, Memo to GM:  How is that huge expense advertising on Insannity's radio show working for you?

      Gates basically said "We're going to stop throwing good money after bad money and work with what we've got." What we should understand is that Hannity will always find a way around the truth if it has political value. I would never have been surprised if Gates had actually increased spending on missile defense and Hannity responded (with a complete 180 on the matter) by saying the program doesn't work and that it's more wasteful spending.

      Remember, Hannity's basically building a pool of issues in his viewers' heads to which they can refer throughout Obama's presidency. None of it has to be true so long as Hannity keeps the narrative going. So long as he's consistent, his viewers will believe it. He's not stupid that way. He understands what is necessary to maintain a lie. That's why he's a capable propagandist. That's why his viewers and listeners won't turn away from him.

      I heard Hannity was involved with a Neo-Nazi hate group some years ago. If this is true why doesn't the Obama adminstration call him on it. He continuues to bring up Rev Wright to his listners and continues to disrepect the President. I feel his past is fair game for all Americans to hear about.

      Thing is Sean, the missile defense program has never worked. It is a black hole into which billions upon billions has been thrown into. It just doesn't work. They haven't had an impact with an incoming projectile yet in the program's history. This is why they are talking about cutting it. 

      This is the same old refrain we heard from republicans when Clinton was in office, and the republicans in Congress cut the military budget, somehow, that was Clinton's fault as well. Amazing these guys, just amazing.

          Well planned, all the bases covered, multi-national tests are meaningless.

          Let's see how they'd respond if missiles were launched with no warning. Hopefully, they'd be successful, but we'll never know until they're used, not just tested.

          Times are hard, getting harder and even the military has too tighten it's belt. It sucks, but they'll have to deal with it. 

          Rather than spending billions more on Star Wars they should strip down the way contracts are given and fulfilled. No more overruns. Defense contractors have run the show for far too long. They're in bed with the brass while they're on active duty and hire them after they're retired at fabulous salaries.  

          No wonder everything costs so much.

              Notice this has been talked about incessantly on the MSM, yet curiously no mention of the "bow" here on MMfA?  I'm sure there has been just a tad of Conservative misinformation in the coverage...right?

                well because the british royal family likes president obama alot better than W. so they are warmer to him. as for the saudi king...well as far as i understand that was protocol and the correct thing to do.

                had the saudi king come to the US, only a handshake would have taken place.

                  If Barry is changing that paradigm then so be it, but that's not how the WH is spinning it.  They are saying it was Barry "bending over" to shake hands.

          Are you sure? Do you have a classified clearance? Do you actually work on these projects? Have you ever participated in a strategic war game session?

          First, identify the threat.

          Second think through the scenario. What government would launch a nuclear missile or missiles against the US knowing we have nearly 8,000 nuclear weapons deployed around the globe, and 3,000 in reserve?

          From a technology perspective, there is a profound distinction between hitting a single known target with no decoys with a transponder on a known trajectory with prior warning....and shooting down multiple missiles launched without warning with a variety of decoy technologies.

            Yes I'm sure.  Yes; No I don't work on these projects now, but Yes I did.  I've worked with Janus, JCATS and STRICOM and did some joint work with the SAASS.

                Army actually, but did several Joint exercises over my career.  I was stationed at Ft. Bliss, TX which is the Army's Air Defense school and so I did my fair share of work with AD soldiers.

      According to Newt we've already got laser beams that can destroy missiles before they're even launched.

      The % of defense spending to total US GDP, the most commonly-stated defense spending ratio, is falling under Obama's proposed budget. It's like the tax rate debate..both sides can look at it how they want and be wrong and right at the same time.

        I would think that ratio is useful for accounting for inflation, but not when other expenditures have increased.  It doesn't seem particularly legitimate to claim that spending is going down even by that logic.

          We have read your posts on MMFA for some time now. Please show me your source that we are no longer at war with Eurasia or Eastasia. I did not see any surrender from either of those enemies. Please quit trying to confuse us. These are terrifying, dangerous and scary times Seannie says so.       The good part is that neither Barack Obama or William Gates worries about the Right screaming "Soft On Defense!" That way they can make decisions that, in the cold light of day, should have been made a long time ago. 

      The missile defense system DOES--NOT--WORK. The insanity of deploying a ystem that fails its tests should be obvious. Like the F-22, it's a boondoggle, a jobs program, and corporate welfare, and not a defense asset.

      Thank God somebody's putting this Reagan sacred cow out to pasture.
