SUMMARY: Sean Hannity cited a Washington Post article to claim that "the stimulus is failing." In fact, the article did not report that the stimulus "is failing," but rather that "many states are finding that the funds are not enough."

Sean Hannity stated during the May 12 edition of his Fox News program that state governments are cutting jobs "because the stimulus isn't working." Then, citing a May 12 Washington Post article, Hannity added, "According to the Post, quote, 'As the stimulus plan was being drawn up, there was an agreement -- there was agreement ... that a key goal was to keep states from making big layoffs at a time when 700,000 Americans were losing their jobs every month.' So even by their own measurement, the stimulus is failing." In fact, the Post article Hannity cited did not report that the stimulus "is failing," but rather that "many states are finding that the funds are not enough." The article also reported that the stimulus bill, the American Recovery and Reinvestment Act of 2009, prevented even more severe job losses in some states, and that some state officials are "not taking every step to avoid" job losses because "they want to proceed with cutbacks."

From the May 12 Post article:

Officials in some states say they are grateful for and satisfied with the money. Maine has had to lay off 250 people, but because of the stimulus it will be able to avoid more layoffs, even after discovering a new $570 million shortfall. "Without any recovery funds . . . we would be in a very, very different situation," said Maine finance commissioner Ryan Low.

Virginia Gov. Timothy M. Kaine (D) said the state would have had to cut 7,000 jobs without the stimulus but ended up eliminating 1,500 mostly open slots. Maryland avoided layoffs with furloughs and by using an unusually large share of its stimulus funds in next year's budget.

In some states, layoffs are occurring partly because legislators are not taking every step to avoid them. Republican lawmakers in Missouri want to use less than a third of the state's $2.1 billion in flexible stimulus funds to close budget shortfalls. They want to proceed with cutbacks and return $1 billion of the money to residents in the form of tax cuts. Using the money to plug budget gaps, they argue, will leave a deficit once the stimulus money is gone in 2011.

The Post further reported that the House-passed version of the stimulus bill included "$79 billion in 'stabilization' money to plug gaps in states' budgets," while "in the Senate, the stabilization funding was cut by $40 billion to secure the support of the three Republicans who were needed for a filibuster-proof 60 votes." Before the passage of the bill, economist Mark Zandi and the Congressional Budget Office had shown that aid to states is, in Zandi's words, an "economically potent stimulus," as Media Matters for America noted.

On May 12, FoxNation.com also distorted the Post article with a headline stating, "States Say Stimulus Not Working." As Think Progress noted, the House GOP also featured the Post article on its website and linked to the article on twitter with the comment, "Look how many layoffs the stimulus created."

From the May 12 edition of Fox News' Hannity:

HANNITY: Now, while the federal government is expanding at an astounding rate, state governments are making painful cutbacks because the stimulus isn't working. Now The Washington Post reports that the stimulus bill won't save many state employees from the nation's unemployment lines. State governments are slashing jobs like crazy.

Massachusetts Governor Deval Patrick, who has already cut 1,000 state jobs, just got rid of another 250. The state of Arizona no longer investigates all claims of child abuse, because it has cut so many social service jobs.

According to the Post, quote, "As the stimulus plan was being drawn up, there was an agreement -- there was agreement ... that a key goal was to keep states from making big layoffs at a time when 700,000 Americans were losing their jobs every month." So even by their own measurement, the stimulus is failing. So do you think President Obama will come out and tell you that any time soon?

Why are states acting like welfare recipients then? What are the states doing to generate income or to minimize spending? I suggest a penny drive. People could put there pennies into containers at the local markets and gas stations, the jails could reform to using inmates as labor for cleaning and cutting grass instead of housing them for personal sadism and domination. I don't suggest every violent criminal but those who fit a certain criteria and need to return to family and community. Why don't we use undergraduates in areas where social service is needed and give them every policy tool neccessary to enact a vitalization of civility. How about we make some things mandatory for recieving endowments and big corporations extend some financial help to communities. Haven't seen any Walmart execs step up and say what they would be willing to do.....Haven't seen McDonalds offer anything for the high education achiever........... The smoke screen is blown! Poof! What types of strategies can we impliment to offset some of these downslides. We must redevelop not re-address blame. I could come up with stuff my self that would make a difference and actually get er done! Media, if they wanted to could play an intricate role in these issues instead of sensationalism and slamming politicians all day. This is so ridiculous that if it does fall we asked for it. It is only a matter of time until people with money will really want to do something and by that time we won't want to help you. We will want you to feel the disparity that we have felt all of our lives and we would be willing to sacrifice more than you know to allow you to do just that. We won't be motivated to give blood in a crisis, we won't be motivated to support bills that would help you stay elected, we won't be willing to budge because in our darkest hour you played a losing hand no matter the advice. Ask ourselves individually if we stood in solidarity, and when needed, outside of the comfort zone?

Does Hannity know that a parachute is supposed to slow you down and not acutally stop you from falling?

Is that the bar conservatives have now for a president? To be able to end all layoffs in the middle of a recession?

Well duh... if several states are claiming that the stimulus is not working because the stimulus money given has not been enough... then it is clear that it is a failing package... so why bother with it.

Just ask Sean Hannity... the dumbest bastard on TV... he'll tell ya all about it!!

What Hannity really meant to say was that the only thing that will solve our problems are tax cuts. His agenda has not changed, nor will it. It's hard to believe that this guy considers himself informed, let alone fair and balanced.

I am sooooooooooooooo sick of this guy.....anyone in this world can see that this guy just plain HATES obama.....thats the bottom line and he is miserable that obama won....I know for a FACT that in my state, the stimulus bill SAVED many state jobs...without that money our state jobs would have been slashed....Does Hannity mention that even with the cuts the states had to make that WITHOUT the money states would have had to probably double or triple those cuts????? I pray to God that one day I get the chance to debate this idiot...From the day Hannity discounted the phone poll on the republican debates showing Ron Paul the winner as a "mistake" to the day that he ridiculed Obama for knowing Ayers yet having connections to the hate group/KKK himself this guy day after day gets away with flat out lies and mistruths.....is there honestly any person with a brain that still thinks fox is fair and balanced.....they should be sued for lying and misleading the public...

Another one of Hannity's lies. All of the stimulus money has not been sent out yet. How can it fail if some states have not received it yet? Hannity needs to do some research before he opens his big lieing mouth. This is BS Hannity.

Hey this is an honest question. In states where the governor has refused money (Not mine in Cali, Ahhnode said hey, we'll take it) - where is the media coverage of people in need perhaps mad about that? Isn't anyone mad about that? I don't see any stories, but I'm not that tuned in. I would be furious if I were a school, say in one of these blowhard states refusing money. Whats up with this?

It's the cleansing cycle, some say. Experiencing the true consequences of our actions, unbuffered by government, will teach us a valuable lesson in personal responsibility - A solid, conservative opinion.

The man will say anything if it makes the right wing nuts look good. Like, for instance when he was chanllenged to be waterboarded he replied: "I'd do it. I'd do it for charity. I'd do it for the troops families"

He makes it sound so somple. He makes it sound as if it can't be torture if he's willing to do it.

Of course he's not. He lies about everything.

I forgot to mention that one of the reasons Sean is telling us that the stimulus is failing is that there wasn't enough money. But whose idea was it to send less money to the states?

The GOP! They cut 40 Billion dollars of stop gap funding from the bill that they are now saying is failing beacsue it's $40 billion short.

Go figure. They screw it up and then blame Obama for it not working.

Sean is paid to look pretty and read the teleprompter. The Fox News producers and writers are the ones putting these lies together. The producers and Sean do not like Obama and are doing everything they can to diminish his character-on purpose.

I hope Fox News fails miserably.
