CHARLES KRAUTHAMMER: You ask a very good question, “why didn't he resign?” The reason could be that this may be a man who may not be always acting honorably. He may have thought “I want to hold onto my job, I don't want to cause a crisis.” I am just suggesting -- we are otherwise assuming he always acts in the right way, the way that we should have -- I think he wanted to hold onto his job, but he held onto this as sort of his last resort, if he has to vindicate himself.
