BILL O'REILLY (HOST): Now let's look at San Francisco. There, it's property crime. Since 2010, crimes like arson, car theft, larceny are up a whopping 64 percent. Why? Because San Francisco politicians have stopped the police from enforcing quality-of-life crimes. Therefore, homeless people are all over the place urinating and defecating in the streets, panhandling, and -- when the need money to buy booze or drugs -- committing crimes. The situation is out of control and a disgrace. And that's what happens when incompetent politicians demand the police stop enforcing laws. Look, there's a civility factor in every country. With nearly 325 million folks living in America, there have to be some standards of public behavior. But in San Francisco, there are none. You can do whatever you want in the street.
