DAVID ASMAN: Ken Starr, is that evidence of inciting a riot? 

KEN STARR: I don't think so when you look at the entirety of the speech. It was not inciting. I think there are First Amendment free speech issues. You can criticize the fact of the speech, but to suggest that this was an insurrection, I think, is quite extravagant.
