GREG JARRETT (GUEST): Yes, and then the U.S. Supreme court weighed in the case of Elk vs Wilkins. They said, the 14th Amendment excludes children born in the U.S. of foreign citizens, that was the law of the land for almost a hundred years until the 1960s when the executive branch liberalized the meaning of it, incorrectly.

LOU DOBBS (HOST): And it did so in concert with what -- it wasn't a coincidence, was it, that it was the explosion of the Great Society welfare system, which entitled, then, illegal immigrants, so long as they claimed birthright citizenship, to participate in our welfare system.
