KARL ROVE (FOX NEWS CONTRIBUTOR): There is a provision in there that says if you are a Black farmer or a Latino farmer or an Asian American farmer and you have a USDA loan, you can get 120% write-off of that loan, meaning there will be money ending up in your pocket through the tax system simply because of your race. No asset test, no income tax test. Just because of your race, your color, you get a big huge benefit. That's racial reparations.
