Project 2025 would replace federal workers with extreme Trump loyalists and strip rights away from Americans

Heritage Foundation President Kevin Roberts has repeatedly said during media interviews that Project 2025 — the conservative movement’s extremist platform for a potential second Trump White House — will last beyond the next Republican administration, possibly for decades or “the next century.” 

Project 2025 is backed by a nearly 900-page policy book called Mandate for Leadership: A Conservative Promise, which extensively outlines potential approaches to governance for the next Republican president, including replacing federal employees with extremists and Trump loyalists and attacking LGBTQ rights, abortion, contraception, and labor unions. 

The Heritage Foundation’s proposals have a track record of success — the first Trump administration implemented 64% of policy recommendations from the previous edition of Mandate for Leadership.

  • Roberts saying Project 2025 will last beyond the next Republican administration

    • During an interview with right-wing host and former Trump adviser Sebastian Gorka, Roberts said Project 2025 “covers all of the policy areas that the conservative movement works on. The project, although it's named about a specific year, is an apparatus for policy and personnel and governing that is not going away.” Roberts later called Trump “our movement standard bearer,” adding, “This project is in service to him and to future conservative presidents.” [Salem Media, America First with Sebastian Gorka, 7/9/24]
    • On MSNBC, Roberts said, “Project 2025 is something that's going to transcend the next four years, the next 10 years. It really is for the first time in the history of the conservative movement, the apparatus for policy and personnel. That's the most important thing to remember.” [MSNBC, The Weekend, 6/22/24]
    • On former Trump strategist Steve Bannon’s War Room podcast, Roberts said Project 2025 is “part of what I call the second American Revolution, hopefully bloodless or no more blood than has been spilled by the left,” adding, “What we're doing here is building not just for 2025, Steve, but for the next century in the United States.” [Real America’s Voice’s, War Room, 6/22/24]
    • In June, The Washington Post quoted Roberts saying that Project 2025 is “building a governing agenda, not just for next January but long into the future.” [The Washington Post, 6/13/24]
    • During another interview with Bannon, Roberts said Project 2025 has “complete confidence … in these eternal principles and policies,” and he hopes that the plan “actually becomes an inspiration for Americans to believe that maybe just maybe we might have a decade or more of real great policies that also the administrative state can be part of.” [LindellTV, War Room: Battleground, 4/26/24]
