In his February 16 column, Washington Post columnist David Broder falsely claimed that President Bush had, at his February 14 press conference, “endors[ed] the good motives of” the critics of his Iraq troop increase by “rejecting the notion that their actions would damage U.S. troops' morale or embolden the enemy.” In reality, Bush specifically refused to reject the notion that such criticism would embolden the enemy. “The enemy listens to what's happening,” Bush said at the press conference, and “the Iraqi people listen to the words, [as do] the Iranians. ... As to whether or not this particular resolution is going to impact enemy thought, I can't tell you that.”
Bush later stated that, “I think you can be against my decision and support the troops, absolutely. But the proof will be whether or not you provide them the money necessary to do the mission.”
Broder argued that Bush could be “poised for a political comeback” and “has been impressive in recent days,” in part because the president “has depersonalized the differences with his critics and opponents” and “repeatedly outlined areas -- aside from Iraq -- where he says they could work together on legislation.” But Broder did not mention Bush's continued use of the word “Democrat” as an adjective during the press conference -- such as saying, for example, “I'd like to work with the Democrat leadership,” and “I ... will reach out to Democrat members as well as Republican members.” Broder ignored Bush's use of the slur, even after the attention the issue received when Bush referred to the “Democrat majority” in the State of the Union speech notwithstanding the use of “Democratic majority” in the text of the speech distributed to reporters ahead of time.

QUESTION: Thank you, Mr. President. Mr. President, it seems pretty clear where this Iraq vote in the House is headed. Your press secretary has said repeatedly that members of Congress ought to watch what they say and be concerned about the message that they're sending to our enemy. I'm wondering, do you believe that a vote of disapproval of your policy emboldens the enemy? Does it undermine your ability to carry out your policies there? And, also, what are you doing to persuade the Democratic leadership in Congress not to restrict your ability to spend money in Iraq?
BUSH: Yes, thanks. A couple of points. One, that I understand the Congress is going to express their opinion, and it's very clear where the Democrats are, and some Republicans; I know that. They didn't like the decision I made. And by the way, that doesn't mean that I think that they're not good, honorable citizens of the country. I just have a different opinion. I considered some of their opinions and felt like it would not lead to a country that could govern itself, sustain itself, and be an ally in the war on terror.

Secondly, I find it interesting that there is a declaration about a plan that they have not given a chance to work. Again, I understand, I understand. The other part of your question?
QUESTION: It emboldens --
BUSH: The only thing I can tell you is that when I speak, I'm very conscience [sic] about the audiences that are listening to my words. The first audience, obviously, is the American people. The second audience would be the troops and their families. That's why I appreciate the question about whether or not -- about the troop morale, it gave me a chance to talk to the families and how proud we are of them.
Third, no question people are watching what happens here in America. The enemy listens to what's happening, the Iraqi people listen to the words, the Iranians. People are wondering; they're wondering about our commitment to this cause. And one reason they wonder is that in a violent society, the people sometimes don't take risks for peace if they're worried about having to choose between different sides, different violent factions. As to whether or not this particular resolution is going to impact enemy thought, I can't tell you that.
But I can tell you that people are watching the debate. I do believe that the decision I made surprised people in the Middle East. And I think it's going to be very important, however, that the Iraqi government understand that this decision was not an open-ended commitment, that we expect [Iraqi] Prime Minister [Nuri Kamal al-] Maliki to continue to make the hard decisions he's making.

QUESTION I'd like to follow on Sheryl's [Gay Stolberg, New York Times reporter] question about undermining the troops. Do you have to support the war to support the war here? I mean, if you're one of those Americans that thinks you've made a terrible mistake, that it's destined to end badly, what do you do? If they speak out, are they by definition undermining the troops?
BUSH: No, she actually asked “the enemy,” not “the troops.” But I'll be glad to answer your question. No, I don't think so at all. I think you can be against my decision and support the troops, absolutely. But the proof will be whether or not you provide them the money necessary to do the mission.
I said early in my comment -- my answer to Sheryl was, somebody who doesn't agree with my policy is just as patriotic a person as I am. Your question is valid. Can somebody say, we disagree with your tactics or strategy, but we support the military -- absolutely, sure. But what's going to be interesting is if they don't provide the flexibility and support for our troops that are there to enforce the strategy that [Lt. Gen.] David Petraeus [commander of U.S. forces in Iraq], the general on the ground, thinks is necessary to accomplish the mission.

It may seem perverse to suggest that, at the very moment the House of Representatives is repudiating his policy in Iraq, President Bush is poised for a political comeback. But don't be astonished if that is the case.
Like President Bill Clinton after the Democrats lost control of Congress in 1994, Bush has gone through a period of wrenching adjustment to his reduced status. But just as Clinton did in the winter of 1995, Bush now shows signs of renewed energy and is regaining the initiative on several fronts.
More important, he is demonstrating political smarts that even his critics have to acknowledge.
His reaction to the planned House vote opposing the increase he ordered in U.S. troops deployed to Iraq illustrates the point.
When Bush faced reporters on Wednesday morning, he knew that virtually all those in the Democratic majority would be joined by a significant minority of Republicans in voting today to decry the “surge” strategy.
He did three things to diminish the impact of that impending defeat.
First, he argued that the House was at odds with the Senate, which had within the past month unanimously confirmed Gen. David H. Petraeus as the new commander in Iraq -- the man Bush said was the author of the surge strategy and the man who could make it work. Bush has made Petraeus his blocking back in this debate -- replacing Vice President Cheney, whose credibility is much lower.
Second, he minimized the stakes in the House debate by endorsing the good motives of his critics, rejecting the notion that their actions would damage U.S. troops' morale or embolden the enemy -- all by way of saying that the House vote was no big deal.
And third, by contrasting today's vote on a nonbinding resolution with the pending vote on funding the war in Iraq, he shifted the battleground to a fight he is likely to win -- and put the Democrats on the defensive. Much of their own core constituency wants them to go beyond nonbinding resolutions and use the power of the purse to force Bush to reduce the American commitment in Iraq.

In other respects, too, Bush has been impressive in recent days.
He has been far more accessible -- and responsive -- to the media and public, holding any number of one-on-one interviews, both on and off the record, leading up to Wednesday's televised news conference. And he has been more candid in his responses than in the past.
While forcefully making his points, he has depersonalized the differences with his critics and opponents. He has not only vouched for the good intentions of congressional Democrats, he has visited them on their home ground, given them opportunities to question him face to face, and repeatedly outlined areas -- aside from Iraq -- where he says they could work together on legislation: immigration, energy, education, health care, the budget.
With the public eager for some bipartisan progress on all these fronts, Bush is signaling that he, at least, is ready to try.
