New York City stop and frisk policy was found unconstitutional in 2013, in part, because of it unlawfully targeted blacks and Latinos and allowed police officers to stop and pat down individuals they deemed people suspicious of carrying weapons or contraband.

CARROLL: Between 2004 and mid-2012, police stopped over 4 million people according to the NYPD. Nearly 90 percent of them black or Latino, with just 12 percent charged with crimes.
