ANDREW MCCARTHY (FOX NEWS CONTRIBUTOR): A lot of times the government will do a deferred prosecution on somebody who's actually guilty, but what you want as the prosecutor in that situation in order to feel like you're confident that you're doing the just thing, is you want to see a little exhibition of contrition. And paying the freight is only part of that. The last thing you want to go out and do is say 'I was a victim here,' what you want to do is say you're sorry.  

BILL HEMMER (CO-ANCHOR): It's kind of like when you get pulled over by a police officer. You roll down your window, and the first thing you say is, 'I'm sorry for wasting your time.' You'd be surprised how far that goes.
