Wall Street Journal, please define “turmoil”

The headline is quite clear [emphasis added]:

Stern Leaving Amid Turmoil: Powerful Union Head's Expected Exit Comes as the SEIU Faces Money Strains

Note that according to the Journal, the news this week that Andy Stern is leaving his influential post as head of the powerful SEIU labor union was “expected,” and yet it occurred “amid turmoil” surrounding the union's “money strains.”

The odd part is the article itself provides no evidence there is an SEIU money strain, or that Stern's expected exit comes amid any kind of internal turmoil.

But other than that, the headline seems fine.
